Survey Requirements
The Board of County Commissioner approved a code change that will require a copy of a current sealed
survey when applying for a building permit for a primary structure or a building permit for an accessory
structure with a value exceeding $10,000. This became effective July 1, 1993.
The guidelines are as follows:
No Building Permit shall be issued for development unless a copy of a survey of the property on which
the required activity is to be permitted accompanies the application for building permit. All surveys shall
demonstrate compliance with the Filled Lands Affidavit signed by the Property Owners (refer to St. Lucie
County Land Development Code, Section 7.04.01.D.3.) and completely depict the following:
1. The location of the proposed development activity.
2. The relationship of the activity under application to all adjacent property lines, and as may be
required for the review of the application, all adjacent structures, improvements or natural
features, including but not limited to the nearest building corners of all adjacent primary and
accessory structures, pools and screened enclosures, fences, sheds, utility easements, wells, septic
systems, driveways, culverts and any landscaping or existing vegetation located along the
property lines.
3. A minimum of two (2) elevations along each roadway on which the proposed activity borders, the
existing ground elevation at the approximate center of the proposed structure, the existing ground
elevation along the side property lines adjacent to the proposed structure, and the proposed
finished floor elevation of the structure under application and finished grades for any adjacent
structures noted above in item 2. The proposed finished floor elevations must be consistent with
the approved Health Department On -Site Sewage Disposal System Construction Permit if on -site
sewage disposal is proposed.
All surveys submitted shall be prepared, signed and sealed by a Florida Registered Land Surveyor, in
accordance with the provisions of Chapter 61G17-6, FAC, except those applications for interior
modifications or construction, roofing permits not involving any structural alteration or additions to the
area covered by the roof surface, or any other permit required activity that does not result in the expansion
of any portion of the existing structures shall not be required to submit a survey. Accessory structures
with a building value of less than ten thousand dollars ($10,000) shall not be required to submit a survey,
but shall instead be required to submit a scaled plot plan indicating the location of the accessory structure
and its compliance with minimum setback standards. Copies of original surveys meeting the above
requirements may be submitted with any application for building permit, provided that the survey still
depicts the accurate location of all structures and other improvements on the property.
Per Florida Administrative Code Chapter 61G17-6.006, paragraph 8, additions or deletions to
survey drawings by other than the signing party or parties is prohibited without written consent of
the signing party or parties.

BACKGROUND:
The 1.54-acre parcel is located on the west side of Oleander Avenue in Fort Pierce, approximately 300 feet
south of South Market Avenue. The property is located within the IL (Industrial, Light) Zoning District, with
a portion of the parcel zoned RS-3 (Residential, Single -Family — 3du/ac) as displayed above. All development
will be constructed entirely within the IL (industrial, Light) Zoning District. The parcel has an IND (Industrial)
Future Land Use designation, and is located within the Urban Service Boundary (USB).
The Minor Site Plan includes a 12,000 ft'- building, containing eight (8) 1,500 1$2 light industrial suites with
accessory office space, and support site improvements.

STANDARDS FOR SITE PLAN REVIEW
AS SET FOR'q A IN 9k!CTION11.02.07 OF THE
ST. LUCIE. COUNTY LAND DEVELOPMENT CODE
The St. Lucie County Land Development Code (LDC) Section 11.02.07 establishes the Standards for Review
for Site Plans. Approval shall be granted only if the applicant demonstrates the following:
A. Consistency with Local Ordinances and Comprehensive Plan
The Development Review Committee has reviewed the proposed Minor Site Plan and found it to be consistent
with the general purpose, goals, objectives, and standards of the St. Lucie County Land Development Code
(LDC) and Comprehensive Plan.
Lantl Developmexit Code. -
The subject property is zoned IL (Industrial, Light), with a portion of the parcel zoned RS-3 (Residential,
Single -Family — 3du/ac). The IL (Industrial, Light) Zoning District is consistent with the 1ND (Industrial)
Future Land Use Designation, however, the area of the property zoned RS-3 (Residential, Single -Family —
3du/ac) is not consistent with the IND (Industrial) Future Land Use. The development will be entirely within
The IL (Industrial, Light) Zoning District, with the RS-3 zoned portion providing a vegetative buffer from the
adjacent residential properties to the west.
The iL (Industrial, Light) Zoning District provides for manufacturing, wholesale, and warehouse activities, per
LDC Section 3.01.03(T). Although the Minor Site Plan does not specifically identify future tenants at this time,
all users shall be required to submit a Zoning Compliance application with the Planning and Development
Services Department to allow for review of use eligibility.
The site will be served by twenty-two (22) vehicular parking spaces, of which two (2) are ADA accessible.
Each industrial suite includes adjacent access to a designated loading space, in addition to a 12'00' loading
zone situated along the west side of the building for larger deliveries.
Intensity c& Archilectttral Design
The 12,000 fP one-story building will cover approximately 17.8% of the property. The total impervious area
proposed for the development is 33,870 fe (0.78-acres) or 50.3%. The plan provides 33,458 ft' (0.77-acres) or
49.7% of the site as pervious and open space.
The proposed building height is 22.5'. The proposed industrial building is not subject to the Community
Architectural Standards contained within LDC Section 7.10.24, and will be setback twenty-five (25') from the
front property line. The scale and design are compliant with the 1L Zoning District requirements.
Comprelensive Plan.
The site plan will provide new employment opportunities, increased future ad -valorem tax revenue, as well as
space for light manufacturing, wholesale, and warehouse activities. The proposed development is consistent
with local ordinances and the County's Comprehensive Plan.
The development is consistent with the following Comprehensive Plan Objectives and corresponding Policies:
Objective L1.13. St. Lucie County shall continue to work with the interested groups and agencies to
increase and broaden the County's economic base while expanding existing business an(I industrial
opportunities.
Policy LL13.1- St. Lucie County shall actively assist to the maximum extent practical in the
recruitment of clean high growth industrial activities and maintain an expedited permitting

R. Effect on Nearby Properties
Use Compatibility:
The proposed facility will not have an undue adverse effect upon nearby properties, the character of the
neighborhood, traffic conditions, parking, utility facilities, or other matters affecting the public health, safety,
and general welfare. The proposed development is compatible with adjacent uses, and designed to integrate
into the Oleander Avenue corridor.

The site plan identifies a two-way driveway access point on Oleander Avenue.
C. Adequacy of Public Facilities
Utilities:
The subject site is located within the Urban Services Boundary (USB). The site plan proposes a connection to
Fort Pierce Utility Authority water and wastewater services located to the west along Oleander Avenue.

Electrical service will be provided by Florida Power & Light (FP&L). Public facilities are adequate for the
new development on the site.
Traffic:
The proposed development is expected to generate sixty (60) new daily trips, of which thirty (30) trips are
projected during both A.M. and P.M. peak hours. The proposed trips will not have a significant impact on the
adjacent roadway links, or their level of service.
D. Adequacy of Fire Protection
The St. Lucie County Fire District has reviewed and signed -off on the proposed site plan adjustment.
Emergency services will be provided by the St. Lucie County Sheriff's Department and the St. Lucie County
Fire District. The nearest Fire Station (Station # 6 White City) is located at 350 E Midway Road, approximately
2.0 miles southeast of the subject property.
E. Adequacy of School Facilities
The St. Lucie County School Distrrict has reviewed proposed nonresidential project and determined it will not
create an additional demand on public school facilities.

The Environmental Resources Department (ERD) is in receipt of Planning and Development Services
December 23`a, 2020 date -stamped submittal. The applicant is seeking approval of a Minor Site Plan
application that proposes the construction of a 12,025 sq. ft. office/warehouse building with associated
vehicular use and parking areas. The project is located at TBD Oleander Ave in Ft. Pierce and currently consists
of one (1) vacant 1.528—acre parcel (Parcel ID 2433-141-0002-000-4). The parcel is currently zoned IL with
small portion of the rear of the parcel zoned as RS-3 and has a land use code of 4000.
The proposed use of this parcel remains consistent with the IL zoning of the surrounding parcels to the north,
south, and east. DEP's FLUCCS map identifies the parcel having a land use land cover of 4220-Brazilian
Pepper and 4000-Upland Forest. The parcel is heavily vegetated, but Brazilian Pepper dominates most of the
area. Existing native vegetation includes a mix of larger oak trees and native palm trees. A total of 300"
diameter at breast height (dbh) of existing oak trees which meet mitigation thresholds are proposed to be
removed, with a total of 316" dbh proposed to be preserved as mitigation. Additionally, a total of fourteen (14)
palm trees are proposed to be removed and a total of fourteen (14) palm trees are proposed to be planted'to
meet mitigation requirements. A tree mitigation plan and landscape plan dated December 22nd, 2020 were
provided by Schulke, Bittle, & Stoddard, L.L.C., and were found to be consistent with the intent of the Land
Development Code.
Reronnuendatimi:
The Environmental Resources Department has no objection to the approval of this Minor Site Plan.
STAFF RECOMMENDATION:
Staff has determined the Minor Site Plan to meet the standards for review outlined in LDC Section 11.02.07,
and is consistent with the Goals, Objectives, and Policies of the Comprehensive Plan, therefore, staff
recommends approval of PDS Order 2021-006, containing the following conditions in addition to standard
development disclosures:
l . Prior to the issuance of a Certificate of Occupancy, the applicant shall construct a 6 foot sidewalk
along Oleander Avenue or request a Fee -in -Lieu of from the Board of County Commissioners.
2. Within 60 days of issuance of a vegetation removal permit, all Category I invasive species shall be
eradicated from the site.
3, If the development limits are extended to the west or if required invasive plant removal reduces the
existing buffer to the extent where the proposed development is visible, an eight (8) foot opaque fence

E. A copy of this Order shall be attached to the site plan drawings described in Part "A', which
plan shall be placed on file with the SL Lucie County Planning and Development Services
Department and malled to the developer and agent of record as Identified on the site plan
application.
F. The conditions set forth in Part A" are an integral non -severable part of the site plan
approval granted by this Order. If any condition set forth is Part A" is determined to be
invalid or unenforceable for any reason and the developer declines to comply voluntarily
with that condition, the site plan adjustment granted by this order shall become null and
void.
G. The Site Plan, attached as Exhibit "A', shall be valid for the same period as this order
H. The Cerlificate of Capacity, attached as Exhibit "B", shall be valid for the same period as
this order. If this order expires or otherwise terminates, the Certificate of Capacity shall
automatically terminate.
1. This Order shall become effective upon the date of approval indicated below. Should the

AN ORDER GRANTING APPROVAL OF A MINOR SITE PLAN TO
BE KNOWN AS COMMONS AT OLEANDER FOR A PROPERTY
LOCATED ON OLEANDER AVENUE, FORT PIERCE, FLORIDA
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the
application for a Minor Site Plan submitted by Schulke, Bittle & Stoddard, LLC, on behalf of Florida
Treasure Coast Holdings, LLC, evaluated the comments of the St Lucie County Development
Review Committee on this application and has made the following determinations:
1. On August 28, 2020, Schulke, Bittle & Stoddard, LLC, on behalf of Florida Treasure Coast
Holdings, LLC, for a Minor Site Plan to construct one (1) 12,000 square foot building
containing eight (8) 1,500 square foot light industrial suites with accessory office space on
a 1.54 acre parcel of land located on OIeander Avenue, approximately 300 feet south of
South Market Avenue, within the IL (industrial, tight) Zoning District.
2. The St. Lucie County Development Review Committee has reviewed the proposed Minor'
Site Plan and found it to meet the technical requirements of the St. Lucie County Land
Development Code, Comprehensive Plan, and has satisfied the standards of review set
forth in Section 11,02.07, Standards for Site Plan Review, subject to the conditions set forth
in Part A" of this Order.
3. Planning staff has performed a detailed analysis of the project and found it to be consistent
with the St Lucie County Land Development Code and Comprehensive Plan. The analysis
is found in the Planning and Development Services memorandum titled Commons at
Oleander — Minor Site Plan (MNSP-8202025832), dated January 27, 2021.
4. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or other matters
affecting the public health, safety, and general welfare.
5. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping, and
screening.
6. The proposed project will be constructed, arranged, and operated so as not to interfere
with the development and use of neighboring property, in accordance with applicable
district regulations.
NOW, THEREFORE, BE IT ORDERED:
A Pursuant to Section 11.02.03 of the St Lucie County Land Development Code, the Minor
Site Plan to be known as Commons at Oleander is hereby approved as shown on the site
plan drawings, attached as Exhibit "A", for the project prepared by Schulke, Bittle &
Stoddard, LLC, dated August 1, 2020, revised on December 22, 2020, and date stamped
received by the St. Lucie County Planning and Development Services Division on
December 23. 2020, subject to the following conditions:
