Davis Parcel ID#: 1432-211-0002-000-2 Project Location: 3901 St. Lucie Blvd Property Size: 68.93 acre Protect Description: Applicant requests the removal of native and non-native vegetation in association with the construction of Phase 2 of Pursuit Boats, which includes a modification to the building footprint and an additional 60 parking spaces, in association with Building Permit#2111-0426. Proposed modifications are all located within previously impacted areas and tree mitigation for the entire site has been satisfied via donation of the preservation tract located to the southwest of the subject project. Per Land Development Code (LDC) 6.00.05, this request qualifies for issuance of a Vegetation Removal Permit. No impacts to any additional native vegetation are permitted at this time. ****ANY NATIVE VEGETATION DESTROYED OR DAMAGED OUTSIDE THE LIMITS OF THIS PERMIT DUE TO CONSTRUCTION ACTIVITIES OR FILL PLACEMENT SHALL BE MITIGATED AT A RATIO OF 4:1(4 INCHES OF REPLANTING FOR EACH INCH DESTROYED OR DAMAGED)**** Field Notes: 1. HABITAT: a. Uplands: Non Residential b. Wetlands: Wetlands were not identified within this area of proposed impact; however, please contact the appropriate state agency for confirmation of the presence or absence of jurisdictional wetlands. For agricultural or commercial properties please contact SFWMD at 561-682-6736. This permit does not constitute a state and/or federal jurisdictional determination and all jurisdictional wetland delineations must be obtained from appropriate state and/or federal agencies. 2. WILDLIFE: Evidence of potentially occupied gopher tortoise burrows during the 100% survey of the property. Permit # GTC-22-00016, issued January 11, 2022, authorized to capture and relocate all gopher tortoise hatchlings and up to five (5) gopher tortoises in association with development activities within the following site. Robert Weight, Hobe Sound Environmental Consultants, Inc. completed the capture of all gopher tortoises and in process of satisfying the relocation activities authorized by the amended FWC Permit, GTC-22-00016A, issued January 20, 2022. Captured gopher tortoises are authorized to be held beyond the maximum 72 holding time due to changes in the weather forecast after commencing relocation and shall be released at the recipient site on the earliest date when weather conditions are favorable. All tortoise permitting and relocation requirements have been met for this property and no further action is necessary. 3. SIGNIFICANT ARCHAEOLOGICAL OR HISTORIC FINDINGS: None Identified. Permit#20211203 provides authorization for the removal of non-native vegetation only. No impacts to native vegetation are permitted at this time. Conditions of Issuance: The following minimum standards for vegetation protection shall be applied to areas of vegetation designated to be preserved as shown on the included exhibit. A barrier shall be placed and maintained around the tree's perimeter to form a continuous boundary as specified below subject to restrictions as detailed below: • Vegetation protection barricades shall be placed at a minimum distance of either ten (10) feet from the edge of groups of protected vegetation or from the radius of the dripline from all protected trees, whichever is greater; • Protective barriers or protective designations shall remain in place until completion of site construction and clearing activities; • In the event that any protective barriers are removed or altered and clearing activities are conducted within an area identified for preserve, SLC ERD is authorized to direct that all land clearing and site alteration work at the site be stopped until the barriers are restored and any necessary corrective actions taken to repair or replant any vegetation removed or damaged as a result of these encroachments. • The preserve areas and tree preservation areas shall be maintained in their natural state, so as not to alter the water and oxygen content of the soil and impair its function; • A National Pollutant Discharge Elimination (NPDES) Permit from the Department of Environmental Protection may be required for construction activities disturbing 1 acre or more. Please visit NPDES Stormwater Program website or contact Jose Vega, St. Lucie County Stormwater Program Coordinator, at 772-462-1668 for more information; • No grade changes or excavation of any sort may be made within the barricaded areas; • If any excavation or other activities are expected outside of the preserve area or dripline,the roots should first be pruned (to the depth of required excavation) to sever them cleanly; • If underground utilities must be routed through a protected root zone area, tunneling under the roots shall be required; • No fill material, construction material, concrete, paint, chemicals, or other foreign materials shall be stored, deposited or disposed of within a vegetation preservation area; • No signs, permits, wires, or other attachments shall be affixed or attached to protected vegetation; • No equipment, including passenger vehicles, shall be driven, parked, stored, or repaired within designated vegetation preservation areas. • The granting of this vegetation removal permit is specific to the property described in this permit, and is not applicable/transferable to any other property or location owned by the applicants in St. Lucie County. • The granting of this vegetation removal permit is for the express purpose of providing early work authorizations for the works described in the application of vegetation removal permit referenced in this permit, as described to include limited site clearing activities (specifically, the removal/relocation of the vegetation described in this permit) and no other vegetation removal or works requiring other vegetation removal permitting authorizations is to be considered granted under this permit. • The granting of this specific early work authorization does not in any way or form, provide precedential setting for similar requests or approval actions by St. Lucie County. Mitigation Requirements: 1. Mitigation: Tree mitigation was previously satisfied via donation of the preservation tract located to the southwest of the subject project. 2. Landscape: Landscaping shall comply with the updated Landscape Plan (revision date 7/28/21) prepared by Boggs Planning and Landscape Architecture.
