The building in question is located outside of the secured area at the Plant and was previously used for administrative purposes. We have submitted building plans for permit review to the 'County. We are seeking to make use of the existing slab/ foundation of the old building for this new construction. All necessary testing information will be supplied certifying is structural strength. During staff review, it has been noted that the FFE of this replacement structure is approximately 3-inches below the centerline elevation of SR A-1-A. We are being requested to raise the existing slab 1.6 feet so that it is 18" 'above the existing centerline of SR A-1-A The FPL site where this facility is located has, an average elevation of +13.5', which is 7.5' feet above the calculated FEMA Flood Stage for this, area. The existing slab for this replacement building is approximately +13.8' feet. - Section 7.04.01(C) (3) 'of the Land Development Code reads as follows: 3. When topographical conditions are such that compliance with this subsection would be impracticable or cause grade level conditions detrimental to adjacent or nearby property, the Growth Management Director shall ' grant relief from the provisions of -this subsection, consistent with Flood Protection regulations. In the case of the FPL Building #11, we believe that,the existing topographic conditions on this site are such that strict adherence to the -standard provisions of Section 7.04.01 are not required and that this site is eligible forthe noted Administrative Relief based on the following: • Existing site grades are approximately +13.5' in the development area. • Base flood elevation in this area is +6'. August 12, 2014 Subject: %"., est for Administrative Relief from Page 2 Section 7.01.04, St. Lucie County Land Development Code • The proposed grade of the FPL Building #1,1 is +13..8'. • The centerline grades for SR A-1-A immediately east of the FPL Building 13.9'. • SR A-1-A immediately in front of;the location of Building #11 is over 300' away. • Positive site drainage .is not, being negatively impacted by keeping the existing slab elevation for the new FPL Building at its curi&ent elevation. • Raising or modifying the existing slab will create access issues into the replacement building. Noting the above', and on behalf of FPL, we are requesting that in the case of Building Permit Application No.: 1408-0010, that you grant the requested relief, pursuant to Section 7.04.01 (C)(3) of the St. Lucie County Land, Development Code and that the replacement construction addressed under this permit application be permitted to maintain the existing grade elevations from its prior use Thank you for attention to this matter.
