I would not consider a pervious wood deck less than 30" to be an obstruction. If there were utility or drainage easements in place, we may have a different scenario. Based on the determination deck on grade, this deck should be considered deck at grade because it is lower than 30". The deck is built on 2x4 treated wood joists and blocking. SLC chapter 7.10.16 Q (a-1(b)) indicates the 8 feet side setback should be unobstructed between units.
