Michael DiFrancesco 8840 Lonesome Pine Trail Fort Pierce, FL 34945 RE: Finished floor waiver permit 1506-0565 Dear Mr. DiFrancesco: PLANNING & DEVELOPMENT SERVICES DEPARTMENT Planning Division Please accept this letter in response to your written request dated November 6, 2015 to waive the finished floor elevation of 18" above the crown of the road. The waiver request is for a proposed single family residence located 2302 Grand Oaks Ave, Fort Pierce. Pursuant to Section 7.04.01(C-3) of the St Lucie County Land Development Code, the Planning and Development Services Director has the authority to grant the administrative relief, when topographical conditions are such that compliance -with this subsection would-be impracticable--orcause-grade-level- conditions detrimental -to -adjacent or nearby property, consistent with the intent of the Flood Protection regulations and any other applicable portion of this Code. The Planning and Development Services Director has granted your request for administrative relief of the finished floor elevation based on the following determinations: 1) The proposed finished floor elevation is 1.55' above the minimum required Flood Zone of AE-7. 2) The requirements of the Code would create problems for existing oaks on the property. 3) The finished floor of the single family residence will be 8.55' NAVD, which is 8" below the centerline of Grand Oaks Ave. 4) The proposed single family residence will be 430' from the road. This approval does not in any way constitute authorization to begin construction. Prior to the commencement of any construction on this property, an application for specific building permit must be obtained from this department. At the time we came in for permit our proposed finish floor elevation was 9.33, 2.5ft above the required min. flood elevation. However, since then we have installed grade stakes and realized that we would like to lower the FFE to 8.55, which would still be 18 inches above the min flood elevation but would be 8 inches below the centerline of the road. The road however is 430 ft from the house. The proposed house sits on 3.73 acres and would be in the middle of a oak hammock with all the oaks being 36 to 45 inches in diameter with driplines 6 to 10 ft from the base of the house. Our foundation system will not effect the dripline, However, we do not want to take any chances with the carport and garage being so high that we would need a lot of fill in that area, to get the driveway to meet the carport which would still be close to driplines. I would like to invite you to see this beautiful piece of property and see for yourself what we are trying to preserve.. Again, the road is 430 ft away from any part of the structure.
