Pierce, St. Lucie County, Florida Mr. Bonanno: On behalf of Andrew and Susan Scearce, we are pleased to submit a Coastal Construction Control Line (CCCL) permit application for the referenced project. The project is located at 4816 Watersong Way, Ft. Pierce, St. Lucie County. Relative to DEP reference monuments, the project is located approximately 390 feet to 430 feet south of R-64. As shown on the enclosed plans, the project consists of the construction of a single-family residence, hardscaping, landscaping, exterior lighting, and minor grading. Please be advised that the proposed residence is 40 feet landward of the previous Coastal Construction Control Line (1972) and well landward of the primary dune. Additionally, the proposed residence is landward of the line of construction established by numerous residences permitted recently by the Department in the project vicinity. Thus, we believe the proposed project will have no adverse impacts on the beach and dune system and may be permitted. The following items are enclosed for your consideration: 1. A completed CCCL permit application. 2. The permit fee worksheet. A check in the amount of $2,250 for the permit fee will be sent to your office. 3. A copy of the recorded warranty deed. 4. A copy of the letter of local approval (December 14, 2021) from Melissa Brubaker, Zoning and Permitting Supervisor, St. Lucie County. 5. A copy of the CCCL topographic survey of the subject property. A signed and sealed hard copy will be sent to your office. We hereby request a waiver of the requirement to depict adjacent structures. 6. A copy of the signed and sealed site plan. A signed and sealed hard copy will be sent to your office. We hereby request a waiver of the requirement to depict adjacent structures and the two nearest published control points. 7. A copy of the architectural plans including the floor plans, elevations, and exterior lighting (with cut sheets attached). A signed and sealed hard copy will be sent to your office. P.O. A copy of the grading plan including site cross section. A signed and sealed hard copy will be sent to your office. 9. Landscape plans. We hereby request a waiver of the requirement to include the temporary or permanent irrigation system on the landscape plans. 10. A copy of the 2018 St. Lucie County aerial of the project area. 11. The anticipated construction schedule is commencement in April 2022 and completion by April 2025. In considering our request for a waiver of the requirement to depict adjacent structures on the survey and site plan, it is important to note that the subject property is within the Watersong PUD subdivision which has a rear setback that is 40' landward of the previous Coastal Construction Control Line. Effectively, this rear setback is the line of existing construction. In considering our request for a waiver of the requirement to depict the two nearest published control points on the site plan, it is important to note that this information is depicted on the survey. In considering our request for a waiver of the requirement to include the temporary or permanent irrigation system on the landscape plans, it is important to note that temporary irrigation is not proposed and permanent irrigation is landward of the existing vegetated dune. A hard copy of this transmittal letter, the check for the permit application fee, the signed and sealed survey, the signed and sealed site plan, the signed and sealed architectural plans, and the signed and sealed grading plan will be sent via FedEx. It is our understanding that this submittal constitutes a complete application and is eligible for processing. Please contact us to confirm completeness and if you have any questions.
