Byron Lenoff 5693 NW North Macedo Blvd Port St. Lucie, FL 34983 Re: Parcel ID# 1335-802-0047-000/5 Dear Mr. Lenoff, This is a follow-up to the June 9, 2016 pre -application meeting with St. Lucie County Development Review Committee (DRC) regarding the requirements for developing the subject property with an industrial warehouse within the IL (Industrial, Light) Zoning District. A building permit application was submitted for the subject parcel for a 2,100 square foot warehouse/office building. On the site plan it indicated a future expansion of 7,056 square feet along with associated vehicular use area. Section 11.02.02 of the Land Development Code designates the development of a nonresidential structure 6,000 to 50,000 square feet as a Minor Site Plan. A Minor Site Plan shall be reviewed by the Development Review Committee with a recommendation to the Planning & Development Services Director for approval, ,approval with conditions or a denial. Section 11.02.09 provide the requirements and information for submittal of a site plan application. The DRC members met with you and based upon discussions at the meeting and preliminary staff comments and recommendations regarding the proposed development staff provides the following comments. Please be advised that not all DRC members attended the meeting and additional comments may be forthcoming upon the submission of a specific development application. Section 7.06.02(B) Design Standards. All required off-street parking spaces, access aisles, vehicular use and off-street loading areas shall be constructed with an all- weather surface meeting the requirements of the St. Lucie County Public Works Department. Please provide on the site plan dimensions of parking spaces including handicap parking for employees and customers. All off-street parking areas shall be designed with wheel stops or curbs and clearly marked. All off- street parking and vehicular use areas shall be incompliance with Section 7.06.00 Off-street Parking and Loading of the Land Development Code. Based on general industrial uses the required number of off-street parking spaces is 1.3 spaces per 1,000 square feet of building floor area. 5. Section 7.07.00 Stormwater Management. All impervious surface construction requires paving and drainage plans to be reviewed and approved by the St. Lucie County Public Works Water Quality Division. 6. Section 7.09.04(B) Perimeter Landscaping Relating to Abutting Properties. Off-street parking and vehicular use areas must be entirely screened from abutting properties. This section will provide the requirements for meeting the landscaping requirements for screening. 7. The Fire District has a separate application form. Please submit a completed application for Development/Site Plan Review (St. Lucie County Fire District Development & Site Plan Review Application). This form is available on- line at www.slcfd.org questions may be directed to Captain Debbie Knupp at (772)621-3380. Environmental Resources Department Senior Environmental Planner, Benjamin Balcer, 772-462-2866 The Environmental Resources Department (ERD) is responsible for protecting and preserving the County's natural resources through compliance with the County's Comprehensive Plan and Land Development Code. The following information is preliminary based upon the information provided for your pre -application meeting and is intended to assist you in submitting a complete site plan application. Additional comments may be provided at time of site plan submittal based upon additional information received. We encourage you to communicate the project constraints, timelines, etc. to ERD so we may better understand your needs and work together to meet the intent of the Land Development Code and Comprehensive Plan and ensure a sustainable environment for all citizens of St. Lucie County. The following item will be required at time of site plan submittal: A landscape plan consistent with Land Development Code Section 7.09.04. Public Works, Water Quality Department, Joshua Revord, P.E., 772-462-2097 1. A South Florida Water Management District Environmental Resource Permit or modification to an existing permit may be required. 2. Commercial or industrial zoned projects shall provide at least one-half inch of dry detention or retention pretreatment as part of the required retention/detention in accordance with S.L.C. Land Development Code, Section 7.07.07.C., 3. A St. Lucie County Driveway Permit is required in accordance with Sections 7.05.06 and 11.05.03 of the S.L.C. Commercial Circle June 17, 2016 Page 3 of 4 Public Works, Engineering Department, County Surveyor, Ron Harris, 772-462-1721 All residential developments required to obtain site plan approval located within the Urban Service Boundary and all non-residential development above 6,000 square feet located within the unincorporated area of St. Lucie County and within the Urban Service Boundary are required to design and construct sidewalks within the right-of-way of all streets and roadways that abut or lie within the perimeter of the property. Non- residential developments under 6,000 square feet and inside the Urban Service Boundary are generally presumed to be exempt from this sidewalk requirement particularly in areas not expected to generate pedestrian traffic. Exceptions to the presumed exemption include but are not necessarily limited to locations where connections can be made to existing sidewalks, or in locations on primary routes to schools or public transit. In any case, the design of proposed development should accommodate future sidewalk connection and future pedestrian traffic to and within the proposed development. The applicant is advised if they are unable to construct concrete sidewalks at their location due to topographic conditions they may request to pay a fee - in -lieu of construction. All request shall be in writing and shall include the justification for the exemption. Please contact Ron Harris, County Surveyor at 462-1721 for additional details. The applicant is advised that the above requirement is applicable to site plan submittals only. 2. The applicant is advised that the subject parcel is located within the urban service boundary (USB). 3. The applicant is advised that a St. Lucie County Storm water permit may be required. Please contact Joshua Revol P.E. at 462-2097. (Water Quality Division). 4. The applicant is advised that all commercial driveways shall be set back 25' from the property line as per Chapter 7.05.06 (2) (c). W/WW Engineering: Water and wastewater are both available for this site. Commercial Circle June 17, 2016 Page 4 of 4 Following the submission of a complete application, the application materials will be forwarded to the Development Review Committee members to review for compliance with the County's Land Development Code. Should the applicant decide to remove from the building permit submittal all reference to the expansion of the 2,100 square foot building a Minor Site Plan submittal is not required however the above comments will be applicable to the review for the building permit. Following staffs review you will be notified of any application deficiencies and requests for additional information and provided an opportunity to address any insufficiencies.
