Kori,
Based on the PDS order the school is going to have K-5 and 9-12. In order to apply the correct impact fee I will need to know how much of the total sf is for the
K-5 and for 9-12. The impact fees are based per 1,000 sf. Would it be fair to calculate half of the building to K-5 and the other half to 9-127 There is not much
difference between the two groups.

Dear Mr. Ladyko,
The Water Quality Division has reviewed the plans and calculations and has received the
Stormwater fee for the above referenced project. The Stormwater permit application for the
above referenced project is hereby deemed complete and is approved subject to the following
conditions:
This stormwater permit will authorize construction and operation of a surface water
management system to serve 9.55 acres of institutional development for the above named
project. The proposed improvements consist of an 11,152 square foot classroom facility, the
addition of approximately 13,152 square feet of concrete sidewalk and loading areas, and a
stabilized emergency vehicle access.
1. This permit shall not authorize any work indicated as fixture improvements. Specifically,
the pedestrian and vehicle connections to the north adjacent parcel and the paved access drive
north of the proposed modular facility, based on plans dated August 7, 2018.
2. Any work indicated to occur in the future will require a modification to this stormwater
permit and the associated engineering documentation in support of the request.
3. The applicant shall schedule and conduct a pre -construction meeting to be attended by the
County and the site work contractor. A minimum of 48 hours notice shall be provided to the
County in advance of the meeting.
4. Upon completion of the Stormwater improvements and prior to requesting a Final Paving
and Drainage Inspection, please submit three (3) copies of "as -built" record plans signed and
sealed by a professional land surveyor licensed to practice within the state of Florida. A signed
and sealed letter of completion from the Engineer of Record shall also be required. This letter
must outline any and all substantial deviations from the approved set of plans attached to this
letter. The plans must depict, at a minimum, the location and finished grades of all building
corners, critical pavement spot elevations, and changes in grade or slope. The location, type,
size, material and inverts of all drainage structures and pipes, the top of bank, toe of slope and
detail of control structure(s) for any and all Stormwater treatment facilities shall also be
depicted. Sufficient elevations for all accessible routes shall be provided to demonstrate
cortipliance with all applicable regulations:

5. Be advised, operators of constriction ctivities that propose to clear, excavate or fill 1.0 acre of land or
more over the life of the project are required to obtain coverage under the Florida Department of
Environmental Protection's National ollutant Discharge Elimination System "Generic Permit for
Stormwater Discharge from Large and mall Construction Activities". The Notice of Intent (NOI) to use
the generic permit requires a Stormwater Pollution Prevention Plan (SWP.PP) that must be implemented to
show compliance. Elements of a SWPPP include Best Management Practices that will be utilized to
minimize soil erosion and sedimentation from degrading the water quality of downstream water bodies.
For more information, please contact the FDEP NPDES Stormwater Section and refer to section 1-7.7 of
the Code of Ordinances of St. Lucie County, Florida.

Engineering accepts the plan, dated 7/26/18, with the "concrete pavement section" for the loading zone. It is understood that the Building Department will
review the parking lot striping and all handicap access. Engineering also accepts the cross section for the easterly and southern 20' Fire District stabilized access
as per code.
Therefore, Engineering is accepting the plan as is for the modular use building permit.
Engineering requires review and permitting for the "proposed paved access drive", "prop.l4' wide vehicular connection", and "proposed 8' wide pedestrian
connection" items to be complete by January 2019 as a separate review. Those aspects require additional items and agency permitting.
If you have any questions or we can be of further assistance, please contact me.

Carl Peterson, building official will do the inspection on the side walk coming from Oleander to the access ramps. The only outstanding issue we have is the
loading space. The building inspectors and plans examiner will not review the plans. We are trying to get the building permit out asap so they can start. The new
school year is right around the corner. Would you be willing to do your first review for paving with the attached site plan? On the attached approved site plan is
some detail of paving but I am not sure if it is enough. Would you be able to comment on that or approve it? Please let me know before I contact the Engineer

Mr. Miller was just in our offices for Engineering's concurrence on a TCO. Per our previous discussions on this project,
the Building Department agreed to do the site (concrete pours and HC parking) inspections.
I understand the school choose to install concrete in -lieu -of the paver blocks for the emergency access. If the Emergency
Services Department (Fire Department) has inspected and is accepting, Engineering has no further concerns.
At this time, all permitting Departments have inspection and approval authority. As such, Engineering has no inspection
or approvals requirements for CO of this first phase.

Kori,
Good afternoon I wanted to drop an email letting you know of the proposed schedule of improvements. I spoke
wA , Joel last week and the site contractor was scheduled to start last Wednesday but rain caused a delay. I
spoke with him today and he assured me that we would be starting either tomorrow or Thursday on the cross
over.
With regards to the striping once the contractor gets on site I will have exact schedule of when this should be
complete.
I spoke with Herman Taube who is doing our phase 1 environmental study for the Covenant right of way
dedication and he assured me that he had one more interview to have with a church member and he should be
able to submit the report.
I am extremely sorry on how long this work has taken to complete. We are looking forward to the closing of
this project.
