LUCIE COUNTY PERMIT APPLICATION: Application No.: PR-88-2915� Application For: Townhouse,,Building D Development: Harbour Cove Contractor: Harbour Cove Development, Inc. Owner: Harbour Cove Development, Inc. REVIEW: Several site visits have been made to the project site during the past year. The site's upland area is cleared and construction of two (2) buildings,(B and C) is in progress. The current proposal will be located in the upland area; no alteration of the shoreline is proposed. CONCLUSION: At this time, the project is approved for compliance with the HICAPO subject to the conditions set out below. By copy of this memorandum, I am informing the owner of these conditions. 1. In the event that it is determined that any representative of a federal or state protected species is resident on or otherwise is significantly dependent upon the subject parcel of land for which development is underway, the person undertaking development shall be required to cease all development work which might adversely affect that individual species or population and immediately notify the Florida Game and Fresh Water!Fish Commission, U.S. Fish and Wildlife Service, and the County. Appropriate protection to the satisfaction of all parties shall be provided by the person undertaking development prior to resuming development. 2. At least fifty (50) percent of all landscaped areas, required pursuant to Section 3.2.600 of the St. Lucie County Zoning Ordinance, shall be composed of native or drought tolerant vegetation adapted to soil and climatic conditions occurring onsite. If drought tolerant vegetation is used, u November 7, 1988 PR-88-2915 (HICAPO: Harbour Cove Townhouse D) Page 2 at least fifty (50) percent of all trees and thirty (30) percent of other landscaping material shall be composed of native vegetation. 3. It must be demonstrated that non-native vegetation including that which is drought tolerant: a. Will have stabilizing qualities approximating that of native vegetation; b. Will have a high rate of success; C. Will not displace adjacent native vegetation; and d. Will not adversely impact any existing protected species. 4. All exotic vegetation, such as, Brazilian pepper, Australian pine, and melaleuca, shall be removed and, where appropriate, replaced with native species adapted to existing soil and climatic conditions. Removal shall be in such a manner that avoids seed dispersal by any such species. There shall be no planting of exotic vegetation. 5.
