All seems to be in order with respect to the Holiday Out construction setback requirements. I have attached the signed and notarized Holiday Out "Contractor & Home Owner Guidelines" for your records. However, even with this setback approval, you are encouraged to review the document prior to the unit's relocation to the lot and the associated pre and post construction efforts to ensure you remain in compliance with all other aspects of the County and Holiday Out Construction Rules. Ocean Drive Jensen Beach, FL 34957 ' Manager@holidayout.or 561-309-9645 Holiday Out Contractor & Home Owner March 2016 Guidelines a Holiday Out construction rules:± Contractors i NOTE: All contractors and Homeowners must read and sign this guidelines form for each time they start a new construction project. A) Contractors and individuals entering H.O. Park for the purpose of snaking structural, electrical, air conditioner, landscaping, paving or plumbing changes on any unit either exterior or interior or the conunon element, must first file with Holiday Out Office a Certificate of Contractor's Liability, with limits of $300,000 orimore, workman comp insurance and provide proof of a valid St. Lucie County License. B) Contractors may post a business sign on their work no larger than 18" x 24". Sign must be removed when work is completed. C) No semi -tractor trailers over 35' long may enter the Park without approval from General Manager. D) Working Days and Hours in Holiday Out for Construction Contractors and owners are: Monday through Saturday — 8:00 AM to 5:00 PM Only. No work allowed on Sundays or the following: New Years Day, Memorial Day, July 4111, Labor Day, Thanksgiving Day and Christmas Day. E) Contractors must not use the utilities (water, electric, etc) of any of the neighboring units without a written letter signed by that unit owner. CONSTRUCTION OF DWELLINGS The following restrictions apply to all permanent construction in Holiday Out, including on - site built homes, RV's, manufactured homes and all other designations which apply to an owner's residence, hereafter referred to as DWELLING. All construction will be according to St. Lucie County Building codes and the By -Laws of the Condominium. All construction and paving require permits frorn St. Lucie County or a signed off scope of work prior to commencement of any work from the Condominium Association representative (Manager). The unit owner is responsible for having knowledge of the restrictions noted below and for providing "to scale" drawings to the Condominium Office. j Holiday Outbuilding rules may be more restrictive than County rules, but not more lenient. It is the owner's responsibility to have knowledge of both. SURVEY requirements are governed by St. Lucie County. F i BAY WINDOWS may not encroach into the setbacks, may be twenty-four (24) inches beyond the dwelling and if the window extends to the floor level it will be included in the exterior measurement of square footage. DWELLING HEIGHT The maximum height of any unit installation of construction shall not exceed 22 feet above finish grade or minimum flood elevation, whichever is higher. The maximum height of any structure shall be determined at the highest point of the ro i f. PASTING on any lot will be allowed to cover 70% of lot regardless of size. A) Concrete is allowed along the right property line to permit zero (0) lot line. Owner is responsible to move any utilities at his own expense. B) When new or improved unit and/or screen room is placed, all concrete in excess of that permitted by the By -Laws must be removed at unit owner's expense. C) All concrete intended to be placed under any unit including provisions for all plumbing, wiring, cable and sewer must be poured, finished and in place before any unit can be placed or set on lot. D) Concrete must be solid with no voids and be at least 3000 lb s psi. Should owner desire to use existing slab the owner must obtain certification from a Structural Engineer stating the slab meets or exceeds 3000 lbs psi. Existing slab must be free o'f cracks that could cause new home to sink or are not esthetically pleasing. E) Curbing of any type on unit along the street is not permitted" G) All work must be inspected by General Manager before unit can be placed on lot. H) No units may be brought in after working hours, weekends 'or holidays without prior permission from General Manager. i EXTERIOR WALLS AND FOUNDATIONS may be covered only with horizontal or vertical lapped vinyl siding, concrete board siding or stucco. Foundation covering must be completed at the time of construction and no later than sixty (60 days) after the Certificate of Occupancy is issued. EXTERIOR DWELLING COLORS are restricted to white or pastel! colors of pink, beige, blue, gray, green, almond, peach or yellow. A list and color charts for 331 pastel colors has been approved and is available in the Holiday Out office. All dwelling colors including trim must be approved by the manager. EXTERIOR PAINTING must be done with biushes or rollers. Other dwellings in Holiday Out are usually no farther away from your construction than 10 ft., and as little as 5 ft. Wind conditions combined with proximity of surrounding dwellings, plants, vehicles and shrubs precludes the use of "Paint Spraying". SKYLIGHTS AND SOLAR PANELS "Skylights and Solar Panels must meet all St. Lucie County building code requirements". j ROOF LINES Roof Lines must meet all St. Lucie County Building code requirements. AIR CONDITIONING must be installed in front of the unit, facing the street or facing an area of common element, and may encroach on the front or rear setbacks if installed on a stand so that there is access under the a/c unit. No blocks can be used in the setback area to hold the a/c unit. The a/c unit must meet county codes for installation height. :;t, ALL UTILITIES (sewer, water, electric, cable, and telephone) must be installed underground. Sewer and water lines must be a minimum of schedule 40 PVC. A sewer "Y" cleanout. and master water shut off valve are required. Also, water shut off valve must be installed at the main. Electric lines must meet the National Electric Codes (and electrical panel and fi:eter Hurst be relocated and attached to the new single wide, doublewide or concrete block home. (See attached Electrical Pedestal Policy) ROOFING MATERIALS must meet all St. Lucie county building codes. STAIRS that encroach in any of the unit setbacks must be free standin � and secured per county code. A COUNTY PERMIT IS REQUIRED WOODEN DECKS Wooden decks may be placed on the unit but shall not encroach on the 5' easement. Only removable permeable paving blocks may be used in that easement. No non - permeable plastic is to be used under any deck, walkway or patio. Plans must be approved by the General Manager before installation. A COUNTY PERMIT IS REQUIRED FOR ALL DECKS. WOODEN PATIOS Wooden patio's are allowed in the 5 foot setback area but must be no higher than 6.25 inches from.the ground, this allows for 1 inch of clearance, a12x4 joist and a 5/4 deck board. It must be separate from the house. Removal for utility work is at the expense of the owner. No individual section can be more than 25 square foot so that it can be !easily removed for utility work. Absolutely no railings can be added around the perimeter. A COUNTY PERMIT IS REQUIRED FOR ALL WOODEN PATIOS. i ENCROACHMENT Units bordering common element are NOT permitted to encroach on the common element. The Board of Directors has NO authority to grant a variance on such encroachment. PRE CONSTRUCTION Submit plans used to obtain permits to the Holiday Out office. Submit permit Plans must include: Total square feet area of lot Total square feet area of concrete I� Location of air conditioning unit NOTE: Be prepared to show your calculations CALL BEFOR YOU DIG All contractors must realize that water, electrical, cable and sewer lines are on every lot. These should be identified before they begin any excavation. If any Condominium property or utilities or condominium unit owner property or utilities are damaged in the construction process, the contractor will be solely responsible for repairing or paying repair costs as determined by the Holiday Out manager. j Any rerouting of utilities during construction will be at the cost of the unit owner. DURING CONSTRUCTION j Parking is always a problem. Keep velucles at job site to a minimum. Park extra vehicles at north end of Holiday Out office lot. No construction trailers are to be left on a unit after 5 PM at night. Although contractors are permitted to park on the street, keep as tight to`the right as possible. Daily, clean up the construction area before the end of work. This includes the street. Do not store materials on or against a neighboring unit without the unit owner's permission. All darnage to neighboring unit's grounds, plantings or property must be restored inunediately upon completion of construction. All material must be removed immediately from the site if a Hurricane tiyatch or warning is issued. I have read and understand the following Holiday Out construction' rules and requirements. I also agree to abide bythese rules and accept full responsibility to correct any and all violations of these and St. Lucie County rules.
