Subject: Grand Isle Condominiums F/K/A SeaGate Ocean Club - Minor Site Plan
Dear Mr. Velasco:
The St. Lucie County Community Development Director has granted your request
for site plan approval of the above referenced project. This site plan approval becomes
effective immediately. Enclosed is an ;unrecorded copy of the resolution. A recorded copy
of the resolution will be forwarded to you upon its receipt by this office from the Clerk of the
Court.
This approval does not in any, way constitute authorization to begin construction.
Prior to the commencement of any construction on this property an application for specific
building permits must be obtained from this department. Building permit applications must
be made at any time following the receipt of this notice. For specific information on the
submittal requirements for building permit applications, including applicable fees, please
contact the St. Lucie County Building and Zoning Division at 561/462-1553.

AN ORDER GRANTING APPROVAL FOR A MINOR SITE PLAN
KNOWN AS GRAND ISLE CONDOS F/K/A SEAGATE OCEAN CLUB

WHEREAS, the St. Lucie County Community Development Director has
reviewed the application for site plan approval submitted by The Velcon Group, Inc.,
reviewed the comments of the St. Lucie] County Development Review Committee
on this application, and made the following determinations:
1. Grand Isle Condos is a 49-unit, 122 foot high, high-rise condominium
proposed for a 2.79 acre parcel of property on North Hutchinson
Island on the east side of SR A-1-A, across from Jack Island State
Preserve acces ad.
2. The Develop nt vi ommittee has reviewed the site plan for

3. The revised project is Ist t he n ral purpose, goals,
objectives, and standards , of t . Luci ounty Comprehensive

4. The revised project will not have an undue adverse effect on adjacent
property, the character of the neighborhood, traffic.conditions, parking,
utility facilities, or other matters affecting the public health, safety, and
general welfare.
5. All reasonable steps have been taken to minimize any adverse effect
of the proposed project on the immediate vicinity through building
design, site design, landscaping, and screening.
6. The revised project will be constructed, arranged, and operated so as
not to interfere with the development and use of neighboring property,
in accordance with applicable district regulations.
7. The revised project is to be served by adequate public facilities and
services.

8. The applicant has applied for and received an updated certificate of
capacity, a copy of which is attached to this order as Exhibit A, as
required under Chapter V, St. Lucie County Land Development Code.
NOW, THEREFORE, BE IT ORDERED:
A. Pursuant to Section 11.02.03 (D) of the St. Lucie County Land Development
Code, the proposed minor site plan known as Grand Isle Condos, is hereby
approved as shown on the site plan drawings for the project prepared by The
Velcon Group, Inc, June 12 , 2001, and received by the St. Lucie County
Community Development Director on July 25, 2001, subject to the following
conditions:
Pursuant to Section 3.01.03(AA)(7)(A) of the St. Lucie County Land
Development Code, the first 8 units of this project are subject to the
regular impact fees. The remaining 41 units will be subject to the
alternate development fee, which includes the road impact fee, in
addition to any other plicable impact fee that St. Lucie County may
lawfully assess.

C. The approval periods described in Administrative Order. CD-01-013 shall
remain in full force and effect. The approvals granted by the administrative
order shall expire on July 27, 2003, unless extended in accordance with the
provisions of Section 11.02.06 of the St. Lucie County Land Development
Code.
D. The amended Final Site Plan approval granted under this resolution is
specifically conditioned to the requirement that the petitioner, Grand Isles
Condos, including any successors in interest, shall obtain all necessary
development permits and construction authorizations from the appropriate
State and Federal regulatory authorities, including but not limited to; the
United States Army Corps of Engineers, the Florida Department of

Environmental Protection, and the South Florida Water Management District,
prior to the issuance of any local building permits of authorizations to
commence development activities on the property described in Part B.
E. The certificate of capacity, issued through Administrative Order CD-01-013
shall be valid for the same period as this order. If this order expires or
otherwise terminates, the certificate of capacity shall automatically terminate.
F. A copy of this amended Development Order shall be mailed, return receipt
requested to the developer and agent of record as identified on the site plan
applications.
G. A copy of this amended Development Order shall be attached to the site plan
drawings described in Part B, which plan shall be on file with the St. Lucie
County Community Development Director.
H. This Order shall be recorded in the Public Records of St. Lucie County.
ORDER effective the 270' day of July 2001.
