(712) 2664I230 November 20, 1996 ANN20 American Tower Systems BY 6400 North Congress Ave. s$.,Li-.am* Suite 1750 Boca Raton, FL 33487 Dear Mr. Hess, aid a13 9/ea5( L7 P- Ct^L &A I am writing this letter in reference to your request for Sabre Communications Corporation to determine the mode of collapse of the self supporting lattice steel type communications tower that you have ordered for your 1-95 network in Florida. As you well know, communication towers are designed in strict accordance with the Electronics Industry Association Standard EIAITiA 222-F as well as local building codes. Further, American Tower Systems has taken the additional precaution of specifying that all of the tower members be 1 /3 larger than required by code. Having dune this you have increased the weight, rigidity and survival capacity of the tower. Although it is extremely rare for a self-supporting tower to collapse, most failures occur in catastrophic winds such as tornadoes or hurricanes- Your towers have a survival capacity of approximately 160 mph, in wind speeds of this magnitude, total devastation to the surrounding area woulO occur. A self-supporting tower will most likely fail in the middle sections rather than at the tower base. Therefore, we believe that in 90 to 95 percent of the oases where a failure would occur, the tower would collapse upon itself within the 40 to 50 foot setback from the base of the tower. We trust that this information confirms your knowledge and our experience that towers are designed to survive rather than collapse. Please lot us know if you have any questions or require additional informatlon. Sincerely, SABRE CO MUNiCATIONS ichael T. De Boer, P.E. ttief Engineer - ANTENNA SYSTEMS. trF. UHF.
