North of Angle Road. See the attached Location Map (Exhibit 1). The purpose of this study is to determine the proposed project’s impact on the surrounding traffic and roadway level of service. This building does not surpass the traffic impact analysis threshold for manufacturing buildings of 87,000S.F. found in section 11.02.09(4)(a)(1), but does follow the guidelines set forth in 11.02.09(4) and the Standard Traffic Impact Studies (TIS) Methodology and Procedures created by St. Lucie TPO. Project Description The project is located on two parcels in St. Lucie County, parcel IDs 1336-231-0001-000- 2 and 1336-240-0000-000-3. A 11.61 acre and 34.48 acre lots respectively. The zoning is general commercial with a future land use of commercial. The project Southern Truss is proposing to add a 45,900 S.F. Manufacturing Building to their existing manufacturing site. The building is proposed to generate 10 additional employees. See attached Exhibit 2 for the proposed Site Plan. Existing Condition Southern Truss is currently operating at the proposed project location, there is an existing 67,780 S.F. Manufacturing building, 5,000 S.F. office building, and 1,280 S.F. storage area which were built in 2004. Due to the age of the existing buildings, they will not be accounted for in the proposed trip generation. The project is located on the State Road 713 known as Kings Hwy a two-lane undivided Principal Arterial 50 mph road. This is the only current access point for the development. Current Traffic Counts and Level of Services ratings of the surrounding roads are presented in the St. Lucie TPO Fall/Winter 2019/2020 Report Attached. King’s Highway is estimated using FDOT Generalized Volume 2020. 20‐381 Southern Truss Page 3 of 4 July 26, 2021 Trip Generation: To properly estimate the trip generation the Institute of Traffic Engineers’ (ITE) Report, Trip Generation (10th edition) was used to produce Daily Average, A.M Peak, and P.M. Peak. The proposed development is proposing to cover an existing outdoor manufacturing area with a 45,900 S.F. Manufacturing Building (ITE Code 140) with will add an estimated 10 employees. Internal Capture: This project contains no internal capture Pass‐by Trip Capture: The pass-by trip capture rate is 0 Radius of Impact: For this analysis the radius of impact was determined by the total number of trips and Section 11.02.09(4)(b) of St. Lucie County Code. A two-mile radius is used to analyze and show impacts on any major or minor roads. 20‐381 Southern Truss Page 4 of 4 July 26, 2021 Traffic Distribution: Traffic Distribution and assignment was determined using engineering judgement, trip lengths, surrounding uses and review of the roadway network. The general distribution can be seen below. Detailed distribution map is attached as Exhibit 3. North =40% South =60% Information in this table is referenced from St. Lucie TPO Traffic Counts and Level of Service Report (Fall/Winter 2019/2020) Turn Lane Warrant: The proposed development is projected to receive 60% of the trip created from Kings Highway, headed north when analyzing the projected trips, the AM Peak Hr Trips would generate an additional 21 right hand turns. 21 right hand turns is less that than the FDOT turn lane warrant. Due to this, EDC and FDOT have discussed that a right turn lane is not warranted for this project. Conclusion: In conclusion the additional 45,900S.F. Manufacturing building which will bring an additional 10 employees to the existing southern truss property, located on Kings Highway, generates a new 42 daily trips, 43 Peak AM Trips, and 29 Peak PM Trips. Kings Highway is currently under development and re-construction to widen the road to a 4-lane divided highway. EDC believes this development will have no negative impacts on surrounding roads. The purpose of this Pre-Application letter is to document the conceptual review of the approximate location of driveway(s) to the State Highway System and to note required improvements, if any. This letter shall be submitted with any further reviews and for permitting. The Department’s personnel shall review permit plans for compliance with this letter as well as current Department standards and/or specifications. Final design must consider the existing roadway profile and any impacts to the e xisting drainage system. Note, this letter does not guarantee permit approval. The permit may be denied based on the review of the submitted engineering plans.
