Development Application

REQUEST
On behalf of the Petitioner, Engineering Design & Construction, Inc. is requesting
approval of a major adjustment to a major site plan for expansion of an existing
development totaling 40.86 acres located in St. Lucie County, Florida. The subject
parcels are noted below are located at 2590 Kings Highway in St. Lucie County,
Florida.

Parcel # 1336-231-0001-000-2 is currently developed and includes a 5,000-sf office
building, a 1,280 covered storage area and a 63,780-sf manufacturing building. The
petitioner is proposing the addition of a 33,600-sf manufacturing building with open
storage and associated site improvements.
The 11.62-acre parcel has a Future Land Use designation of Towns, Villages and
Countrysides (TVC) and an underlying Zoning designation of Light Industrial (IL). The
29.24-acre parcel has a Future Land Use designation of Towns, Villages and
Countrysides (TVC) and a split zoning designation. The western portion of the site has a
Zoning designation of Agricultural (AG-1) and the eastern portion has a Zoning
designation of Light Industrial (IL). An application to rezone the eastern portion of the site
to Light Industrial was submitted to the County on April 22, 2021.
To the north of the subject parcel are undeveloped parcels. North of the 11.65-acre parcel
is a vacant 33.98-acre parcel which has a Future Land Use designation of Towns, Villages
and Countrysides (TVC) and an underlying Zoning designation of Agricultural (AG)-1.
North of the 34.50-acre parcel is an undeveloped 18.17-acre parcel that has a Future
Land Use designation of Towns, Villages and Countrysides (TVC) and an underlying
Zoning Designation of Agricultural (AG-1). Further east lies an undeveloped 18.17-acre
parcel that has a Future Land Use designation of Towns, Villages and Countrysides
(TVC) and an underlying Zoning designation of Light Industrial (IL).
To the west of the 11.65-acre parcel lies the Right-of-Way of N. Kings Highway followed
by an undeveloped parcel which has a Future Land Use designation of Towns, Villages
and Countrysides (TVC) and an underlying Zoning designation of Agricultural (AG-1).

West of the 34.50-acre parcel is an undeveloped parcel with a Future Land Use
designation of Towns, Villages and Countrysides (TVC) and an underlying Zoning
designation of Agricultural (AG-1).
Southwest of the 11.65-acre parcel lies a developed parcel which includes an 8,160-sf
building with associated site improvements. This parcel has a Future Land Use
designation of Towns, Villages and Countrysides (TVC) and an underlying Zoning
designation of Light Industrial (IL). Southeast of this parcel is an undeveloped agricultural
parcel which has a Future Land Use designation of Towns, Villages and Countrysides
(TVC) and an underlying Zoning designation of Agricultural (AG-1_. South of 34.50-acre
parcel lies canal Right-of-Way owned and maintained by Fort Pierce Farms Water Control
District (FPFWCD). South of the canal lies an undeveloped agricultural parcel. This
parcel has a Future Land Use designation of Towns, Villages and Countrysides (TVC)
and an underlying Zoning designation of Agricultural (AG-1).
To the east of the subject properties lies the Right-of-Way of Taylor Dairy Road followed
by an undeveloped parcel. This parcel has a Future Land Use designation of Towns,
Villages and Countrysides (TVC) and an underlying Zoning designation of Light Industrial
(IL).
The subject parcel is currently being served for well and septic. Currently water and
sewer service are not available to serve the subject property but expansions to utilities
are included as part of the Kings Highway Improvement project.
Based on the above and attached information, the applicant respectfully requests
approval of this application.
