I met with representatives of the Paragon Condominium Association, 4400 N. A-1-A, today in
my, office concerning the construction of your new condominium and specifically the sharing of
the existing lift station located at the Paragon Condominium. Mr. Jack Axelrod, Mr. Richard
M'.00re and Mr. Roger Sarver informed me that there is apparently no agreement between your
Corporation and their Condominium Association for the joint utilization of the existing lift
station.
When we initially met to discuss the Altimira project you informed me that you had spoken with
the Paragon Condominium Association and that because significant upgrades were being
performed to the station, at your cost, that it was agreeable by both parties to share the existing
lift station. After our initial conversation -I confirmed with Culpepper & Terpenning, Engineers
of Record for the project, that the existing lift station was of sufficient capacity to accommodate
both Paragon and Altimira condominiums. I was also informed that the original site plan for
Paragon anticipated multiple buildings, which Altimira represents, and that the lift station would
be iupgraded to St. Lucie County minimum Standards and Specifications and upon completion of
the project be turned over to the County for operation and maintenance responsibilities.
Atlthis time St. Lucie County Utilities is requesting that Planar, Inc / Altimira forward any
existing documentation that represents an agreement to share the existing lift station located at
Paragon. If adequate documentation can not be provided then engineering plans and
specifications will have to be submitted, in a timely manner, for the construction of a new lift
station to serve the Altimira Condominium. In addition, the information submitted with your
Developer Agreement will have to be revised, the Agreement amended, and the plans and
specifications re -submitted to the Florida Department of Environmental Protection.

The St. Lucie County Utility Department will recommend that a Certificate of Occupancy NOT
be issued without sufficient infrastructure in place to serve the new Altimira building that is
currently under construction. It is imperative that your response is received within 10 (ten) days
I f receipt of this letter.

By this letter I authorize the contractor of the above referenced project, Proctor Construction Co.,
to proceed without providing a vapor barrier on the exterior of the building. For reference I have
attached the installation recommendations of the manufacturer, John Manville Corporation, dated
my 30, 2002, which permits buildings in humid climates like Florida to not have a vapor barrier.

Res Vapor Barriers fbr Hot and Humid Climates

It is Johns Manville's position to refer to local building codes or governing rogulatiom when
spccifjr S the location of vapor barriers. 'Common building practice, specific to the area in
question should abo be followed as vapor barriers play an integral role in the protection of wall
assembly components from potential moisture damage when used property. T
According to the 2001 American Society of Heating, Refrigeration and Air Conditioning
F.4seners (ASHRAR) Fundamwtals Handbook warm, humid, cooling climates are defined as
climates where ono or both of the following conditions oxur, (1) a 67° F or higher wet bulb
temperature for 3000 or mole hours during Ito warmest sue consecutive months of the year, (2)
a 735 or higher wet bulb totnperature for 1500 or ►sore hours during the warmest six
consecuwvc months of the year. e
The 2000 Iatemutional Energy Consetvalion Code (16CC) recommendations for hot, humid
climates do not rsquim a vapor retarder. This would allow moisture to dry to either side of the
partition. Low permau= wail coverings or paints should be avoided.
ASHRAE also sums drat vapor retarders, if need, should be installed on the exterior in these
climates as moisture is driven from the n:utcior to, the interim of the building. Low
permeability materiels such as vinyl wall coverings should be avoided on the interior surfaoes.
Additionally. the building should be slightly prossutzuxd to avoid reduce the amount of
moistuue within the building due to infiltration
