DATE : May 2 0 , .- 19 9 3 - : ------------- -------------------;-------------------- SUBJECT: Permit Application No. 0027, Submitted by Timothy and Debra Rose, for a Culverted Crossing in Canal No. 6 This application correctly identifies the design flow as 95 cubic feet per second, as I discussed with Mr. Rose over the telephone recently, based upon his representation that the culvert would be located approximately one -quarter mile (1,320 feet) south of Russos Road. This would be a drainage area of 0.625 square miles. However, the drawing attached to the application indicates the location to be 2,272 feet south of an unnamed road, which appears to be Russos Road. If this is the true location, then the drainage area would change to 0.71 square miles, resulting in a design flow of about 105 cubic feet per,second. Evaluation of each case described above is based on the District's criteria of a maximum allowable head loss (including entrance and exit losses) of 0.3 feet, and values of "n" for corrugated metal pipe of 0.024 and for'reinforced concrete pipe of 0.012. -r In either case, the required corrugated metal pipe"'size would be one 84-inch diameter -pipe. However, the Board has the latitude to waive its criteria in cases where a hardship,, might exist or where e;;:tenuating circumstances should be 'considered.- Therefore, the possibility may exist that the Board would consider accepting a 72-inc1rdiameter culvert at this location, but it wouldrequire Board action. I could'support �✓ the 72-inch diameter culvert alternative, provided the invert /3 elevation is set at an elevation not higher than +13.5 NGVD, or at the elevation of the existing canal bottom, whichever is lower. I hereby indemnify an&hold the District harmless from claims for property damage or personal injury arising-fromr= the installation or use of the permitted facility, and that this indemnification extends to damage to the facility itself that may occur from District operation and maintenance work 2. In' no case shall drainage or irrigation canals or appurtenant works be obstructed or restricted. 5. The use of, or construction within, the District's right-of-way shall conform to the details of the attached approved drawings supporting this application. If modifications are desired, those modifications must be. approved by the. District in writing, prior to construction. 6. If a permit is granted,I, shall notify the District at the beginning and completion of the work, enabling the coordin- ation and scheduling of inspections. p - - 7. All installations shall be clearly marked with a post of contrasting colors to identify the location and extent of the permitted :installation. 8. Within fifteen (15) days of completion of the work, I shall submit a statement to the District certifying that the work was performed in accordance with the permit and the approved drawings. If the work deviates from the permit or approved drawings, the certification shall state the nature and extent of those deviations. 1 9. I accept total responsibility for any erosion of, or shoaling in, the District's right-of-way or canals that results' from the permitted work, and I shall repair or remove same promptly, at -no expense to the District. 10. D'uring and after construction, I shall. prevent material from the, construction area from being discharg-ed to, or set---' tling in, District canals. -` 11. If a perm+it is issued fora: hydraulic connectionlof my property wit' a District canal, I shall not discharge hyacinths or other aquatic vegetation into the District canal. 12.
