PRODUCT NAME: FloodVent— Impact Requirements
Dear Mr. Graham,
The purpose of this letter is to evaluate the impact (wind-borne debris) requirements for your
FloodVENT product, according to the Florida Building Code (FBC) 2007 & 2010, International
Building Code (IBC), International Residential Code (IRC), and ASCE 7 engineering standards.
According to the FBC Section 1626.1(c), all parts of the building envelope protection shall meet
impact test criteria except for vents in a garage with four or fewer cars. The size of the vent is
not to exceed the minimum required design area by more than 25%.
The typical FloodVENT opening size, as indicated by the manufacturer, is 15.25" x 5", or 0.53
square feet (sf). Typically two vents are installed per wall, which provides a total net open area
of 1.06 sf per installation. The total net open area provided by the vents is regarded as
insignificant such that the openings do not compromise the enclosure category of the structure.
An enclosed building is one defined as not partially enclosed and not open. An open building is
defined as a building with each wall being at least 80% open. A garage with flood vents does not
fall within the definition of an open building.
A partially enclosed building is defined as a building that complies with both of the following:
1. The total area of openings in a wall that receives positive external pressure exceeds
the sum of the areas of openings in the balance of the building envelope (walls and
roof) by more than 30%.
2. The total area of openings in a wall that receives positive external pressure exceeds
4 sf or 1% of the area of that wall, whichever is smaller, and the percentage of
openings in the balance of the building envelope does not exceed 20 percent.

A standard garage wall is approximately 25 feet long by 8 feet tall. This equals an approximate
wall area of 200 sf. The typical net open area for two flood vents, as described above, is 1.06 sf,
which is less than 4 sf and less than 1% of the wall area. It can also be assumed that 1.06 sf does
not exceed more than 10% of the remaining open areas of the garage. Therefore, a garage with
flood vents cannot be considered a partially enclosed building.
In my professional opinion, the flood vents manufactured by SmartVent Products, Inc. do not
require additional impact (wind-borne debris) protection devices to be placed over them so that
they can continue functioning as flood vents. The vents do not increase the amount of openings
in a wall or building such that the building classification changes from enclosed to partially
enclosed.
In addition, the 2010 FBC has specified applicable governing authorities to establish special flood
hazard areas as per FEMA specification under 2010 FBC section 1622.3. This product has been
evaluated, dependent to specific site conditions, to meet the minimum requirements of the
National Flood Insurance Program (NFIP) flood plain management requirements (44 CFR) with
respect to flood openings for enclosed areas for the purpose of equalizing hydrostatic pressure
resulting from flooding. The product has been evaluated to conform to design principles noted
in Section 2.6.2.2 of ASCE 24 for a maximum rate of rise and fall of 5.0 feet per hour by the ]CC -
ES under evaluation report ESR-2074. Thus, the product may be used in wall construction to
comply with 2010 FBC Section 1612.5(1)(1.2).

4. Renove Vent door fron Vent franc. (turn upside down, rotate batten of door outward and slide out of franc slots)
5. Insert Vent franc into OH Door Panel with SERIAL NUMBER LABEL on the BOTTLH. Check olignnent of holes in Vent franc with holes
drilled in, OH door panel. Correct holes in OH Door panel if nessesary. Make sure Franc sits LEVEL and front flange is FLUSH with the
front of Door Panel. CouIk nay be applied behind Vent front franc flange to seal Vent franc to face of OH Door Panel,
5. Place Nut lange on inside of Vent franc with nuts facing away fron OH Door, Insert 4 screws provided through front of Vent franc and
through Door into Nut Flange. Tighten screws to secure frone to OH Door but do not over tighten, deforning OH Door or Vent Frone,
7. Check that franc is square and level. Check that slots are clear of debris, netal shavings, styrofoon and caulk.
B. Install Yent door bock into Frone by grasping botton of Vent door (with plastic pins) and sliding the netaI pins on each side of the Vent
door intaslots an the insides of franc. Let the Vent door slide down the path of the slots until they ore at the batten in the dinples.
9. Let the button of the Vent door go so that it rotates down into the Vent franc. Check that Vent door is latched on both sides.
10. Vent door should not open when (H door opens. Vent door only opens when in contact with flood water and OH Door is fully closed.

1. Prepare CLEAN 33" wide by 1 G-318" high hole for each set of four quad vents (2 blocks+ wide x 2 blocks high)
with the bottom of the hole no more then 3.112" above finished grade.
2. Measure wall thickness and everbend (more than 9111•)12 straps at nearest slot to the measurementfrom pointed end.
3. Remove doors from frames. (tam upside down, rotate bottom of door outward and slide But of slots)
4. Assemble two sets of two frames together using two nylon spacers snapped into holes in rear of frames as shown in Betail "B".
Place toplframe (one with short bottom flange) over and in front of bottom frame (one with short top flange) and Fasten
front of frames together with two self topping screws as shown in Details "A° and OCO. be not over tighten screws.
5. Insert 2 straps into top slots of each TOP frame. Straps should have bent legs pointing up. After pushing teeth through rear
slots, ONLY PUSH STRAPS ONE CLICK INTO FRONT SLOTS, they will be tightened later in installation.
a. Caulk maybe applied to back of flanges for a better seal to wall face. Place frame assembly Into will opening by sliding
the top str�ps behind wall and resting frame bottom an bottom of wall opening. Press flanges fight to wall face.
7. Reach though opening in bottom frames and install four bent straps into two bottom slots with the bent legs of the straps
hanging sown behind wall and trapping wall between front flange and bent strap. Squeeze tight to back of wall.
B. Install a strap on each side of frame assembly. Install with bent leg pointing outward behind the W211 and into slots on each
of upper sides. Squeeze fight to wall. Now, squeeze top frame straps fightte wall.
g. Make sure frames are flush to wall face, secure, square, level and all slots are dear of debris, mortar and caulk
141. Hold doors from the bottom, parallel to Bound with back facing Bound and re -install Into frames by Inserting top first and
letting metal pins find slats. Push all way back and allow door to drop and rotate down. Both sides should be latched dosed.
