1. CALL TO ORDER
Chairman Goodbread called the meeting to order at 10:20 AM.

2. INVOCATION AND PLEDGE OF ALLEGIANCE
Mr. Watford led the invocation and Chairman Goodbread led The Pledge of Allegiance.

Mr. Goodbread reminded us that in the Pledge of Allegiance there is no pause after one nation.
5. APPROVAL OF MINUTES
Chairman Goodbread called for a motion to accept the Meeting Minutes from November. Mr. Tyson moved approval.
Mr. Dodd seconded the motion and it passed unanimously.
6. APPROVAL OF TREASURER’S REPORT
Chairman Goodbread called for a motion to accept the Treasure’s Report for December as presented by Mr. Watford
(see attachment). Mr. Dodd moved approval. Mr. Foley seconded the motion and it passed unanimously.
7. INFORMATIONAL ITEMS
There were no informational items.
8. PROGRAM PRESENTATION
Dr. David Moore, the Superintendent from Indian River School District, gave the presentation. He started out giving his
background in the education system. Prior to accepting this position, he served as Assistant Superintendent in Miami-
Dade county Public Schools. Prior to this Dr. Moore served as an Administrative Director of the ETO, principal, assistant
principal, school counselor and teacher.
Upon his arrival in Indian River, he initiated work to completely re-envision education in the District and solidified a
framework for systems change through the development and implementation of the ACHIEVE 2025 District Strategic
Plan. He is taking action for sustainable systems change.
Dr. Moore showed a PowerPoint which demonstrates how well the Indian River School District is doing. They are in a
better place academically today than they were pre-pandemic.
9. COMMITTEE REPORTS
a. Treasure Coast Regional League of Cities/Florida League of Cities (TCRLC & FLC)
Ms. Christiansen announced that the last policy committee meeting was last week. The committee is working on
supportive policies such as waiving certain certifications for fire and police, sovereign immunity and fair housing.
SB 280, the short-term rental bill, is being fast-tracked. SB 609, the repeal of what the local businesses tax can used
for should be watched as well as HB 267, the three-day approval of residential building permits.
b. Florida Associations of Counties (FAC)
No report was given.

c. Florida School Boards Association (FSBA)
Ms. Brandenberg stated that they are watching deregulation bills which will make funds being spent on the private
sector fairer, first amendment rights keep popping up and four school districts have started with later start times.
She also reminded us not to reply all to emails due to a possible violation of the Sunshine Law.
d. CareerSource Research Coast
Mr. Kloorfain reported that the unemployment rate remains stable. Currently there is too much training money on
the table. See him to set up on the job training where CareerSource will pay for training wages.
e. Treasure Coast Regional Planning Council (TCRPC)
Mr. Lanahan reported that that they are working with St. Lucie County and Martin County to facilitate conversations
between the county and cities.
f. South Florida Water Management District
Ms. LaMartina reported hurricane season ended last week. Lake Okeechobee is up to 15.96 feet. Cape Coral has
issued a water shortage order.
g. St. Johns River Water Management District
Mr. Cannon reported that Indian River Basin Managers will be responsible for parts of the St. John’s River. There
will be a dedicated person to their area.
10. OLD BUSINESS
Chairman Goodbread called for a motion to accept hiring a Recording Secretary per the proposal presented at last
month’s meeting. Mr. Tyson moved approval. Mr. Foley seconded the motion and it passed unanimously.
11. NEW BUSINESS
Mr. Watford stated that the installation of new officers will be January 3, 2024 at Marsh Landing in Fellsmere.
12. LEGISLATIVE MATTERS
The Florida Legislative Session begins January 9, 2024. They are still pushing for term limits.
13. ADJOURNMENT
As business before the Treasure Coast Council of Local Governments has concluded, Chairman Goodbread adjourned
the meeting at 11:20 AM.
