Subject: Permit Application for Ely Florida Room Addition
Dear Sirs:
Your plans as submitted, have been reviewed from the
standpoint of permitability under the St. Lucie County Zoning
Ordinance. The review has been confined specifically to the
permitability of the use as proposed under the zoning ordinance.
It should also be mentioned that other regulations apply in
addition to these requirements meaning that the requirements
under such ordinances, such as flood plain laws, are applied
along with, not instead of, the zoning ordinance. Therefore,
there may be additional questions related to these other
ordinances which have not been included within this letter.
As a result of that review this office must reject your
application for what has been termed a Florida room addition. In
reviewing the plans, it appears that the intent of this
application is to provide an addition under, as well as to a
proposed travel trailer. At the present time, the only additions
authorized to travel trailers are Florida rooms, screen rooms and
wood decks. It is the opinion of this office that in constructing
the supporting superstructure as indicated in the submitted plans
an addition in the form of a ground level story would be created.
It also appears that the intent is to alter the proposed
travel trailer to the extent that it would structurally become
one with the supporting superstructure. If such an action were to
take place it is believed that the unit would no longer be
classified as a travel trailer. If this were to be the case, the
unit would not be a permitted use as provided within the
appropriate sections of the zoning ordinance as much as it would
have become a permanent structure?
The HIRD District requires that the use of this -lot: meet the
requirements of the RVP district. That ordinance allows on this
lot the placement of a recreational vehicle or travel trailer.
The only lot specific supporting construction recognized in the
RVP District is the parking pad as provided which shall be
composed of shell, marl, paving or stone screenings. The district
does not have a provision for foundation structure.

The specific inclusion of the parking pad provision leads to the
conclusion that foundation structures are not permitted. However,
in an attempt to comply with flood plain requirements, the
practice of the County has been to allow necessary minimum
elevations to be achieved through blocking. In my opinion the
construction —as --propos-ed within your application has the
following affects:
1. The construction alters the permitted use of the land;
2. The construction potentially poses an increased threat
to health safety and welfare by subjecting the proposed
unit to increased windload potentials; and,
3. The construction negatively affects the reasonable
enjoyment of adjacent lands as a result of increased
intensity of development.
I as also informed by Mr. Ely that this request was in part
prompted as a means to develop under trailer parking. In essence
by elevating the basic unit a parking structure would be
provided. Please be advised that the zoning ordinance
specifically prohibits using beneath deck storage or placement
"...gas fuel powered equipment".
