CALL TO ORDER – The meeting was called to order at 4:05 p.m. by Rayme Nuckles, Chair.

DISCUSSION ITEMS
1. Public Comment
No public comment
2. Approval of the Minutes for 9/20/2023
Rayme Nuckles called for the approval of minutes. Anthony Bonna made a
motion to approve the minutes. Kylee Fuhr seconded the motion. Motion
carried.
3. St. Lucie County Strategic Plan Presentation
Amber Riviere, from St. Lucie County's Innovation & Performance Division gave a
presentation on St. Lucie County's Strategic Plan Goals.
4. Homeless Advisory Resolution Revisions - Discussion
Rayme presented the proposed changes to the HAC Resolution. The revisions
primarily focused on the following sections: Composition, Roles and
Responsibilities, Meetings, and the Annual Report. Commissioner Arnold Gaines
made a motion to accept the changes to the HAC Resolution, including the
addition of a minimum requirement of meeting four times a year. Anthony Bonna
seconded the motion. Motion carried. The proposed revision will be submitted to
the County Commissioners for approval.
5. Other Business
Jennifer Hance suggested that the HAC create specific tasks to work towards the
goals of the committee. The attendees discussed the importance of having
actionable tasks to make progress on addressing homelessness in the community.
Commissioner Arnold Gaines proposed that the City of Ft. Pierce, St. Lucie County,
and the City of Port Saint Lucie collaborate on efforts to alleviate homelessness.
The attendees acknowledged the significance of a unified approach. Rayme
expressed his concerns about building a shelter, the availability of affordable
housing, and the need for comprehensive social services support for the homeless
population. Jennifer Hance shared that the County has been actively exploring
property locations for a non-congregated shelter. Anthony Bonna expressed
issues and concerns on affordable housing and agreed on a unified stance to
combat homelessness. Kyle Fuhr suggested the concept of family transitional
housing and the provision of wrap-around services in St. Lucie County. Jennifer
Hance proposed the idea of the HAC advocating for the establishment of an
emergency shelter by sending a letter to each local government. Commissioner
Arnold Gaines made a motion to advocate for an Emergency Shelter. Debbie
Hawley seconded the motion. Motion carried. The next scheduled meeting is
February 21, 2024.
