Please accept this letter in response to your written request received April 11, 2019 to waive
the finished floor elevation of 18" above the crown of the road. The waiver request is for a
proposed detached garage for an existing single family home at 4917 Buchanan Dr., Fort
Pierce.
Pursuant to Section 7.04.01(C-3) of the St. Lucie County Land Development Code, the Planning
and Development Services Director has the authority to grant administrative relief, when
topographical conditions are such that compliance with this subsection would be impracticable
or cause grade level conditions detrimental to adjacent or nearby property, consistent with the
intent of the Flood Protection regulations and any other applicable portion of this Code.
The Planning and Development Services Director has granted your request for administrative
relief of the finished floor elevation based on the following determinations:
1 The property is in Flood zone X.
2 The center line of the adjacent road is 17' NAVD.
3 The existing finished floor elevation of the house is at 17.8' NAVD.
4 The proposed finished floor elevation for the detached garage is 16' NAVD which is 1'
below the center line of the road but 1.5' above natural grade. The detached garage is
proposed to be located approx. 235 ft. from the road.
5 The survey elevations indicates water will drain to the rear of the property to the dry
detention area.
6 Raising the floor 18" above center line of the road would be impracticable and could
cause conditions detrimental to adjacent or nearby property and to the existing single
family residence. The proposed finished floor would require an additional 2.5' feet of fill.
This approval does not in any way constitute authorization to begin construction. Prior to the
commencement of any construction on this property, an application for specific building permit
must be obtained from this department.

our detached garage permit application at
— -- 4917 Buchanan-Dr-Ft—Pierce;-FL-34982 Permit# 1903-0604. There is a conflict of
the proposed elevation for our detached garage.The proposed elevation for the
detached garage is 16.0 and the center line of road is 17.0 . According to Lydia
Galbraith the minimum floor elevation is to be at 18" above center line of road.
The survey I had performed it is obvious that the rainwater drains to the rear of
the property. According to the architect we are in flood zone X. Please reconsider
the proposed elevation of our detached garage.
