This letter serves as response to all comments, which are individually addressed
as follows:
A. BUILDING DEPARTMENT — Mr. Joe Cicio:
1. Comment: Submit (3) St. Lucie County current Product Review Affidavits
completely filled out and signed and sealed by your design professional.
Response: see attached St. Lucie County current Product Review
Affidavits.
2. Comment: Submit a cover letter, in triplicate, as to which engineer will be
the "Design Professional of Record".
Response: see attached cover letter referencing myself as Engineer -of -
Record.

' 3. Comment: Sheet 402 from Xuan Chen states, "See metal building plans
for anchor bolt size, placement and quantity". Drawing E-1 of 9 states
embed length to be determined by foundation engineer (Xuan Chen). This
is not specified on any plans.
Response: the metal building plans must be referred to for anchor bolt
diameter, placement and quantity, which we have reviewed and approved.
Please see revised sheet 402, footing detail 1/402, showing minimum 18
inch embedment for anchor bolts.
4. Comment: The approval stamps on the Kirby plans are incomplete. They
must be checked and signed for final approval for permitting. The Kirby
plans and structural calculations must be reviewed and approved by the
Engineer -of -Record.
Response: I shall be signing and dating the Kirby sets that are already
incorporated into the permit sets. These drawings have already been
reviewed and approved for permit. We do not have any additional sets to
resubmit. The structural calculations shall also be signed and dated — they
also have already been reviewed and approved for permitting.
5. Comment: Xuan Chen has indicated 2 canopies and 1 connector building
on plans with references to the Kirby system. These structures are not
included within the Kirby plans and stated by others on E-1 of 9.
Response: the two canopies and connecting vestibule shall consist of
separate component orders. They are not part of the Kirby drawing
package submitted that is pre-engineered. We now refer to this on the
appropriate details. Certain notes and/or details are referencing the pre-
engineered building drawings for standard fastening procedures, which is
acceptable. The component packages for these three (3) areas are
detailed on the plans with some added notes for clarity. Please see
revised sheets 312, 313, 314 and 315.
6. Comment: Submit (in triplicate) the revised final, approved structural
design calculations by Kirby reviewed and approved by the Engineer -of -
Record. Cannot file preliminary documents.
Response: the larger main calculation booklets are final. This has been
confirmed with Kirby's structural engineer. I have reviewed and approved
these calculations for permitting. Please see attached revised Final
Column Reactions with my approval.
Comment: ACI 318 specifies 5,000 LB. Concrete for corrosion protection
of steel reinforcement in concrete exposed to salt water spray. Design
professional to address this in the foundation notes on page 402.
Response: we have reviewed ACI 318, sections 4.2.2 and 7.7.5. The
main intent of this code is to protect the structural elements of buildings
which have a more direct exposure to the elements, especially salt water
spray when adjacent to the ocean. Obvious examples are exposed
concrete balconies, poured -in -place decks, slabs and walls, concrete
garages, etc. which offer little or no protection for the concrete. Also, many
of these situations have minimal cover for the steel reinforcement. In the
case of this project, the walls are 6 inches thick, providing 2 3/8 inches of
cover for reinforcement. This meets the minimum cover required in ACI
section R7.7.5, which is 2 to 2'/z inches. The walls are also encapsulated
in ICF insulated forms, which are over 2'/z inches thick on either side. The
exterior foam surface is also covered with stucco and paint. The
reinforcement is therefore well protected in this case. The slab steel is
also protected by a minimum of 3 inches cover in all areas, which also
exceeds the minimums required ACI 318, section R7.7.5. The outside
edge of the grade beam is also covered with stucco, painted with the
lower portion covered by earth. In summary, we feel the original structural
design is acceptable.
8. Comment: Contractor to submit all of the above items in triplicate with a
revised CD for the fire review.
Response: item acknowledged. See attachments.
9. Comment: Contractor to submit Exhibit 2 of the contract. The permit
evaluation must include all land preparation, parking, landscaping and
completed building.
Response: see attached Exhibit 2, which is the specification on which our
contract is based. There is no parking or landscaping included in our
scope of work.
10. Comment: Additional plan review fees are due based upon the ICC
Valuation Tables.
Response: it has been discussed (per e-mail from Robin Meyer) that the
permit fees, which we assumed included all plan review fees, would be
based on the contract value, not the ICC tables. The values in the tables
are not realistic for this project. This shall be resolved between Mr.
Satterlee, Mr. Meyer and Craig Mundt.
B. MECHANICAL DEPARTMENT — Mr. Ken Arnold:
1. Comment: The jurisdiction in the project summary (energy codes) must
be stated as St Lucie County # 66100, not Broward County.
Response: see revised calculations. This was a type-o.
Also, please see attached copy of Recorded Notice of Commencement.

01 GENERAL CONDITIONS
A. Owner shall be responsible for the following:
1. Permit and impact fees.
2. Any utility connection fees (sanitary, water, electric, phone, etc.).
3. Builder's Risk Insurance.
4. Accent lighting.
5. Signage.
G. Temporary construction facilities (electric and water).
7. All site work except for sidewalks and stoops (no parking lot or driveways
included).
8. Racking or shelving.
9. Appliances (vending machines, refrigerator, microwave, etc.).
10. Landscaping -and irrigation work and design.
11. Initial survey work, if required.
12. We shall assume we are able to connect new building sanitary service into the
existing lift station located on the west side of the existing museum (any required
upgrades will result in additional expenses).

14. Soil borings.
15. Site plan approval fees.
16. Removal of unsuitable soils, if encountered.
17. Any unforeseen conditions resulting in additional expenses.
