Please accept this letter in response to your written request received May 23.2019 to waive the
CATHY TOWNSEND finished floor elevation of 18" above the crown of the road. The waiver request is for a proposed
VICE -CHAIR single family residence located at 905 S. Header Canal Rd. Ft Pierce.
DISTRICT 5
Pursuant to Section 7.04.01(C-3) of the St Lucie County Land Development Code, the Planning
CHRIS DZADOVSICY and Development Services Director has the authority to grant administrative relief, when
DISTRICT 1 topographical conditions are such that compliance with this subsection would be impracticable
or cause grade level conditions detrimental to adjacent or nearby property, consistent with the
intent of the Flood Protection regulations and any other applicable portion of this Code.
SEAN MITCHELL The Planning and Development Services Director has granted your request for administrative
DISTRICT 2 relief of the finished floor elevation based on the following determinations:
FRANNIE 1 The proposed single family residence is located on 7.3 acres.
HUTCHIN 2 The proposed single family residence is located in zone X.
DISTRICT 4 3 Header Canal is a dike.
4 The house pad is built Sit above the original level of the property.
5 Raking the pad 18" above the centerline of the road would result in too much expense.
HOWARD N TIPTON 6 The elevation of the center line of adjacent road is 25.01' NAVD
COUNTY ADMINISTRATOR 7 The proposed top of the slab will be 25.40' NAVD which is .39' above the center line of
the road.
DAN MCINTYRE 8 The property has not had previous flooding during heavy rain.
COUNTY ATTORNEY This approval does not in anyway constitute authorization to begin construction. Prior to the
commencement of any construction on this property, an application for specific building permit

Attention Leslie Olson,
Hi Leslie, my name is Kendra McCorkle and I own 7.3 acres at 905 S Header Canal Rd, Ft Pierce FL
34945. We just started breaking ground on the construction of our house and was just informed by
the county that our formboard inspection was denied due to the fact that we aren't 18" above the
crown of header canal. Header canal rd. is a dike which is why not one house on the road meets this
requirement. Our property is not in a flood zone and we have already invested around $30,000 to
build our house pad up 5 ft. above the original level of the property. For us to go up to this
requirement would be an additional large expense. When speaking with homeowners off header
canal, general contractors that built in the area, and with the county last year we were told that the
18" above header canal rd. doesn't apply because of the road being a dike, we just built our pad up 5
ft. to ensure we never have any issues. I would greatly appreciate if we can process an exemption
for our home so that we don't run into problems later on. Our foundation is currently formed and our
slab is ready to be poured so I would appreciate if this request could be expedited as you know the
rainy season is already going to delay us. Thank you in advance for your help, please let me know if I

Angela,
We have already raised the house pad 5 ft from the original level so we would have to
go up another 2 feet which is an excessive amount of dirt, the property is also not in a
flood zone so it meets both of the criteria you mentioned. Every home owner I have
spoken with off header canal rd says they were not required to go over the road and
when I spoke with Leslie back in July she stated this. Do I need to write an official
letter?
