CALL TO ORDER – The meeting was called to order at 4:00 p.m. by Rayme Nuckles, Chair.

DISCUSSION ITEMS
1. Public Comment
No public comment.
2. Approval of the Minutes for 3/20/2024, 2/21/2024 and 1/17/2024
Rayme Nuckles called for the approval of minutes. Arnold Gaines made a motion
to approve the minutes. Larry Leet seconded the motion. Motion carried.
3. 2024 Point in Time Count
Rayme reviewed the findings of the Point in Time (PIT) report. The Committee
discussed the results of the PIT report.
4. HAC Resolution Advocating for Intergovernmental Collaboration
Rayme called for the approval of the HAC Resolution 24001 with revision. Larry
made a motion to approve HAC Resolution 24001. Arnold seconded the motion.
Motion carried.
5. HAC Annual Report -Planning of Chapter 5 Action Step: Develop a workshop on
homelessness in collaboration with the county and cities.
The Committee deliberated on hosting a workshop in reference to homelessness
and selected important individuals to be invited. Rayme noted that any reports
stemming from the workshop must be presented to the BOCC for approval on
September 18, 2024.
6. House Bill 1365
Rayme provided an overview of House Bill 1365 and its potential implications for
the area. Rayme suggested an intergovernmental collaboration to focus on rapid
rehousing.
7. Other Business
Rayme introduced Gwen McCleod as the Director of the Treasure Coast Homeless
Services Council for St. Lucie County.

The meeting was adjourned at 5:00 PM.
Unauthorized Public Camping and Public Sleeping – HB 1365 by Rep.
Garrison
This bill prohibits a county or municipality from authorizing or otherwise allowing any person
from regularly engaging in public camping or sleeping on any public property, public building,
or public right-of-way under the county or municipality’s jurisdiction unless the county
designates property for such purposes. Specifically, the bill:
• Defines "public camping or sleeping" and exempts certain situations like sleeping in
legally parked motor vehicles or recreational camping on designated property.
• Prohibits counties and municipalities from authorizing public camping or sleeping on
public property without Department of Children and Families certification.
• Allows counties to designate, by majority vote of the county’s governing body, public
property for camping or sleeping for up to one year with Department certification,
contingent on documentation proving necessity and safety.
o If the designated property is within a municipality, the designation is contingent
upon concurrence of the municipality, by majority vote of the municipality’s
governing body.
• Requires counties to establish and maintain standards for safety, sanitation, access to
behavioral health services, and prohibition of illegal substance and alcohol use on
designated properties.
o The bill requires a county to publish the minimum standards and procedures on
the county and municipality’s website within 30 days after certification of
designation.
• Authorizes the Department of Children and Families to inspect designated properties and
recommend closure if standards are not met.
• Exempts fiscally constrained counties from certain requirements upon finding of financial
hardship.
• Enables civil action against counties or municipalities for violations, with potential
awards for expenses incurred.
• Excludes applicability during declared states of emergency.
This bill passed all three of its committees of reference in the House and was ultimately passed
in the House with 82 Yeas and 26 Nays. HB 1365 was then heard in the Senate and passed with
27 Yeas and 12 Nays. This bill was sent to the Governor on 3/14/24 and was ultimately
approved and signed into law by the Governor on 3/20/24. This bill will be effective on
October 1st, 2024.
