Thank you for this morning's conversation and I deeply appreciate the fast response on this issue.
Per our discussion this morning, this lot's drainage is in compliance and does not affect neighboring lots. I have just
recently witnessed the our lot draining properly during several days of torrential rain. If in the future there are issues,
Century Homes is more than willing to address them.

my desk. The comment from 6/18 you reference regarding the drainage, clearly indicates the drawing appears to drain
to certain areas. This information must be verified in the field and is generally done by the field inspector using visual
inspection and a smart level to ensure drainage grades. As the Land Development Code (not the building code) requires
waterto controlled by the owner of the lot being developed and not impede adjoining properties, you have made an
excellent point in number 4 of your email in that we do not go out to the property with precision equipment. I would
encourage you to invoke the services of a Florida registered civil engineer to review and certify the stormwater plan and
certify that ALL stormwater will be retained on the property, be directed to the appropriate stormwater collection point
and will have zero runoff to adjoining properties. This is the direction we have tried not to enforce in order to work with
the industry and keep costs down. I have to agree with you, this is the proper way to go and I thank you for encouraging
this requirement.
Regarding why this comes up at the end of the job I feel is fairly obvious, you do not perform a final grade and place sod
until the end and that is when the grading and final conditions can be observed. Further, the Health Department
determines the elevation of the invert to the septic tank and the drain field. If they have accepted this, then this portion
of construction must be in compliance with their requirements. They do not enforce the building code which requires
water to flow away from the foundation or the St Lucie County Land Development Code which has been described
above.

The County is open for business, though, the building remains closed to the general public to keep our
citizens and employees safe. The Building Department is operating on the first floor in the lobby, and
the hours of operation are Monday- Friday from 8:00 am to 4:30 pm. All staff is available by email or

I'm hoping you can help me here very quickly. We are scheduled to close this home this Friday, June 26 and I need to
obtain the CO by days end Thursday. As far as I can tell from all the inspection results including the additional inspection
that was added we are in compliance:
On 6/18, we passed inspection:
"REINSPECTION.
THE DRAINAGE PLAN SUBMITTED ON 6118120 APPEARS TO SHOW DRAINAGE TO THE FRONTAND REAR OF THE
PROPERTY,"
Then on 6/24, it was no longer passing:
'INSIDE OF HOME CHECKS OUT
SITE INSPECTION INDICATED THE GRADE AT THE DRAINFEILD IS NO TA CCEPTABLE FOR PROPER STORM WATER
WITHOUTADI/ERSELY EFFECT NEIGHBORING PROPERTY. PROGRESS INSPECTION HAS BEEN RELOADED SO
CORECTIONS C4N BE MADE.
My main concern is the additional inspection from 6/18 was added, then approved. Now at final, the field inspector has
determined the drain is unacceptable. This brings up several questions.
1. The final survey has been accepted by the building dept., why is there an issue now?
2. Define"AD VERSELYEFFECT NEIGHBORING PROPER TY"we received around 20inches of rain since this house has
been complete and there has been no "adverse effect" to the neighboring property.
3. Your additional inspection was marked "accepted as noted" on 6/18
4. What precision equipment did your field inspector use to determine these results ?
S. The home has been permitted and approved, why, at final inspection, is the St. Lucie Building Dept. changing the
conditions of the permit ?
6. The Health Department has signed off and determined this drain field acceptable, what is the issue?
Please call me in the morning, we need to get this sorted out immediately.
