County Dear Ms. Kohlmyer, The purpose of this letter is to provide you with background information and the rationale for our support of the referenced exemption applications for marine construction in Queens Cove. Background Queens Cove is a deed restricted community and as such the home owners association, Q.C.P.O.A., is the owner of the community property. That ownership includes the canal bottoms. In some respects the Q.C.P.O.A. covenants are more restrictivd than the Florida DEP/ACOE regulations. Because of this we request the applicant 'submit plans to the association for pre -approval before going to the required government agencies. In addition, the Q.C.P.O.A. covenants require that all government exemptions/permits be in place before the association issues fmal approval and allows construction to proceed. Rationale ne'above referenced jobs were reviewed by the Q.C.P.O.A. Environmental Committee and were considered to be the best utilization of the end of the canal for all four property owners by concentrating the marine construction on the end lots to the middle ofithe canal. To wit: 1. 1 Minimizes the navigational impact on the riparian rights of the side lots. 2. , Moves the associated boats farther away from the adjoining side lots and thereby reduces the potential for boats colliding during docking. Tliis issue has come up before in Queens Cove and our experience has been that utilizing finger piers perpendicular to the property line, with associated boatlifts/ dolphin poles, accomplishes the above.
