Hi Lydia; This looks to be an exempt activity, so it would not require a permit from DEP. If they would like documentation of this, they can apply for a Verification of Exemption (I have attached the form), and submit it to: SED Permitting@FloridaDEP.gov There is a $100 fee for this. This is an official form which states that the project does not require a permit, but as I mentioned, it is not required.
