Please accept this letter in response to yourwritten request dated January 29, 2015 to waive the finished floor
elevation of 18" above the crown of the road for the proposed EFI building located at 3251 N A1A, Fort Pierce.
Pursuant to Section 7.04.01(C-4) of the St Lucie County Land Development Code, the Planning and Development
Services Director has the authority to grant the administrative relief for non-habitable/non-residential structures, when
topographical conditions are such that compliance with this subsection would be impracticable or cause grade level
conditions detrimental to adjacent or nearby property, consistent with the intent of the Flood Protection regulations
and any other applicable portion of this Code.
The Planning and Development Services Director has granted your request for administrative relief of the finished
floor elevation based on the following determinations:
1) The property is in Flood Zone AE-5, but the proposed finished floor elevation will be 6.34 feet NAVD which is
1.34 feet above minimum flood elevation.
2) The finished floor elevation is matching the floor elevation of the two existing buildings on site and to allow
for access and transitioning from existing drives and walks.
3) Compliance would be impracticable.
4) The proposed finished floor elevation will be 6.34' NAVD, 1.08' below the average crown of the road.
This approval does not in any way constitute authorization to begin construction. Prior to the commencement of any
construction on this property, an application for specific building permit must be obtained from this department.

We are in receipt of the St. Lucie County's Review Comment letter dated January 22, 2015,
addressed to you, and we are responding to Zoning Review Comment #1 as follows:
Comment: Reviewer: Lydia Galbraith
Please provide 3 signed and sealed updated surveys showing the location of the proposed
building with setbacks and proposed finished floor elevation. Please indicate the elevation
of the centerline of the road. The proposed FFE is 18" above the crown of the road or the
min. required floor elevation, whichever is higher. See St. Lucie County Land Development
Code Chapter 7-04-01 for the minimum floor elevation requirements.
Response:
We are aware that the finished floor elevation (FFE) of the proposed building is not 18"
above the centerline of A-1-A and offer that you request a waiver based on SLC LDC
Chapter 7-04-01,C,3. as the topographical conditions of the site are such that compliance
would be functionally impractical based on the following reasons:
The FFE of the proposed building was set at elevation 8.0 NGVD to match the FFE of
the two (2) existing buildings on site and to allow for access and transitioning from
existing drives, walks, etc. Grade transitions from these existing features up to a
grade 18" above A-1-A would be functionally impractical since the lime storage room
as designed, facilitates the load and unloading of pallets of lime. The existing
buildings have been through numerous hurricanes/storm events and have not flooded.
Consideration of the adjacent FEMA flood zone elevation was taken into account
when we designed the project. At the time of obtaining SLC Major Adjustment to a
Major Site Plan approval for the project, a flood zone line was identified running
through the site generally from north to south splitting the existing reuse tank just west
of the proposed building location. As this project was undergoing the approval
process prior to the adoption of the 2012 FEMA maps, the flood zone line was
identified using the 1992 FEMA maps. This line showed a base flood elevation of 6.0
NGVD west of the line, and outside the flood zone east of the line where the building
is to be located. As such, we were confident in setting the FFE at 8.0 which is two (2)
feet higher than the adjacent base flood elevation. The proposed FFE and adjacent
flood zone line was depicted on the plans approved through the SLC Site Plan
