Dear Mr. Bas,
We have received your constructability comments dated August 11, 2015. The following
responses correspond to the comments provided:
1. A note has been added to Sheet 1 regarding the crosswalk striping.
2. The stamped concrete section is the same as the concrete pavement section indicated on
Sheet 1. No additional detail is needed.
3. 6 of separation is demonstrated on the interference point detail. Also, there are no
minimum requirements for crossing of drainage pipe.
4. The only required cover is the amount indicated for the pavement section as this is' hot a
FDOT roadway and will receive minimal traffic when compared to a roadway. This is
standard practices -vithin private parking areas..
5. The typical pavement sections indicated on Sheet 1 and Sheet 3 have been updated so that
they are consistent with each other.
6: 9. Since all of the pavement is proposed and no work is proposed under 9xisting
pavement, the Replacement of Flexible Pavement Detail has been removed from Sheet
3.

Hope all is well.
I am reaching out to you at the request of Garrett Almond, with Hutton Construction, who is in charge of the Family
Dollar project on Lennard Road.
He had shown me paperwork with open/pending items with regard to his permit status with the County, and in
particular, water and sewer service to the site. As you know, the project is serviced by the City of Port St. Lucie Utilities
Department. The contractor is in the process of finalizing installation of the station and our paperwork and certification
to the City should be finished, hopefully, sometime in the next month.
Please let me know if we need to provide paperwork to you in order to close the project out with St. Lucie County.

Thank you for the help.
We had a conversation with Kawneer in regard to the storefront system needed to use for Family Dollar— Lennard
Road/Port St Lucie, Florida project. They sent over the product information on both the glazing and storefront system
(attached) and indicated that these systems work correctly for the application and in compliance with the requirements
for the NOA compliance. I asked them to confirm the requirements for testing of the storefront with recommended
glazing approved in the NOA.
Kawneer referred me to Section F. STATEMENTS paragraph 1 which outlines the confirmation in the NOA utilized the
glazing in Section E. MATERIAL CERTIFICATIONS. Both the Storefront and the glazing have the same statement.
I did refer to your example NOA 12-1106.05 and I looked at FL# 8787-R5. FL# 8787-115 had the exact storefront system
from Kawneer I had send in the previous email (and attached).
With the attached PDF, will this be approved for our project?

Good Afternoon Frank,
We, here in St Lucie County, have adopted the Florida Building Code library and are currently enforcing the 2014
5ch edition . We review the codes and manufacturers product approvals for compliance. In review of the testing you have
sent the aluminum storefront framing system would be o.k. however the other N.O.A. is for the interlayer testing only.
The notes state that the interlayer by itself does not comply with the Florida Building Code . The complete storefront
system must be engineered as 1 assembly being impact resistant. The other issue would be the design pressures as
required by your design professional.
I would need to see the complete testing for the laminated glass w/ frames, then your engineer would put the
glass and frames together on the plans to show a complete assembly. [[[ EXAMPLE ONLY ]]] see NOA 13-1106.05 as you
will see the complete assembly, glazing options, spans etc

Mr. Cicio,
I talked to our storefront supplier Kawneer about which model would work at Port St. Lucie and they directed me to
their IR 501. The storefront system calls out, as one of the options for glazing, the Saflex. As it was explained to me by
the Kawneer and the glazing provider that as a whole the storefront and glazing meets the L.M.I. rating required by the
county.
My question is, will this meet the proper county requirements?

That means the individual tenant panels. The background of the sign face has to match the color of the building. It's the

The way the Code reads, the sign face has to match the color of the building.
Freestanding (monument) signs.

In addition to other city codes, the following standards shall apply:

Signs shall be compatible with the architecture of the building (colors, materials).
Use a minimum six-inch and a maximum twenty -four -inch letter height for all signs. At least one line
must comply with the minimum requirement.
Identify the business name/logo and type of business on tenant signs. Corporate logo and color are
permitted on sign. Corporate logo may be thirty-six (36) inches, but must be included in sign calculation.
Phone numbers and e-mail addresses are not permitted on freestanding signs.
Locate sign perpendicular to the street.
Utilizing color of building on sign face, use no more than three colors on one sign face. This does not apply to
individual tenant panels.

Thank you, but I think I worded one thing wrong. Our signage vendor just clarified that the comment
he received was that the base of the monument sign is to to be painted to match the building, not the
background. He already updated his submittal renderings last week.
I've revised the letter for your records and attached the revised monument sign rendering. I apologize
for the confusion.

Masonry
As masonry construction begins, the following shall be observed:
Spot check mortar mix proportions.
Construction of mortar joints;
Location, specified size, grade and type of reinforcement and location of connectors.
Prior to grouting, the following will be observed:
• Grout, space is clean;
Placement of reinforcement and connectors;
Constructed mortar joints.
Structural Steel
• Review size, material, location, member orientation, and presence of connections.
• Confirm that field welding is being performed by welders with current qualifications.
Observe, test and report bolted and welded connections as shown below.
Structural Steel Welded & Bolted Connection Observations
A State of Florida Certified Standard Building Inspector will perform periodic field, inspection of the on -site
welded and bolted components. Inspection will consist of visual inspection of field -welded connections
and testing of field -bolted connections. The following tests and observations will be performed, where
required by project specifications:
• Review of welder qualification papers per AWS D.1.1-2010.
• Perform visual inspection of completed field welds per table 6.1 of ASWD1.1-2010 during
periodic site visits.
• Perform visual inspection of high -strength bolted connections for installation and hardware.
It is assumed that the contractor will provide a scissor lift (or OSHA approved safety cable system), and/or
aerial lift for welding and boiling inspections; as needed. It is the responsibility of the General
Contractor/Sub-contractor to have all slag removed from welds prior to our inspection.
During construction, Terracon will need to be provided with two complete copies of all current/revised
drawings, details, specifications, Requests for Information and any other clarifying or modifying
communication that .affect our portion of the work. We would also like the opportunity to attend pre -
construction meetings during which issues related to our scope of work may be discussed.

EXHIBIT A —SCOPE OF SERVICES
In addition, we specifically request to be provided with one copy of approved submittals for work performed in
the following categories:
1. Masonry (including CMU block, joint reinforcing, mortar and grout materials)
2. Reinforced Concrete (including approved mix designs and intended usesfiocafions)
3. Structural Steel (including shop and erection drawings)
Ourservice does not include inspection of any safety provisions required by OSHA or other safety standards,
which apply during the construction period.. Nor does it apply to other non- load bearingelements such as
glass, „metal or wood, railings, fire protection, roofing, rnechanicallelectrical systems, . architectural
components, site work or other elements not contributing to the structural capacity of the building frame.
It is not the special inspector's responsibility to provide quality control for the contractor. The inspector or his
agent will verify that non-compliance issues have been resolved within the scope of services, if accessible
and readily visible. Requests for additional time spent beyond our initial inspection will be considered
additional services. Similarly,, the contractor will endeavor.to have segments for threshold inspection ready
for final inspection at the time of notification and not request inspections on a repeated preliminary inspection
basis. If necessary, re -inspection services shall be provided by the authorized representative of the special'

Special inspections do not relieve the contractor of his responsibility to comply with the contract documents,
any statutory or contractual obligations, nor his responsibilities to carry out his quality control inspections and
testing. The contractor has the sole responsibility for any deviations from the official contract documents and
the costs of rectifying those deviations.
Under Florida Statutes, Chapter553, the Special Inspector is charged with certain inspections of structural
components of a defined threshold building. The inspections are to be performed in accordance with the
approved and filed Threshold Inspection Plan as prepared by the Structural Engineer.of Record. While the
inspections performed by the Special Inspector are under the guidance and auspices of the appropriate
building code or reference code, it is not the task of the :Special Inspector to either determine or certify
compliance of the building, in general, with the building code. Compliance with the building code is the
responsibility of the designers, in concert with the general contractor.
We anticipate submitting regular reports to the project team. We will also prepare a Concluding Report of
Special Inspections and submit it to the Building Department, Owner and other designated parties following
the last required site visit and resolution of outstanding discrepancies.

The 3" thick panels weigh .66 pounds per square foot. #5104 trim adds .50 pounds per lineal foot and #5105 trim
adds .30 pounds per lineal foot.
The weight of plant materials grown on the panels is an issue that has been analyzed on previously completed
projects. There are a number of variables that affect the overall weight; including type of plant material, level of
maturity, and moisture content. We have taken what we assume to be the worst case scenario which accounts for
panel weight with full perimeter #5104 trim and fully mature vines on a cold wet day. In this case it has been our
experience that this weight would never exceed 5 pounds per square foot.
-PANEL OPENESS-
It has been calculated that a standard 4' x 8' panel without any plant growth gives 8.25% coverage in elevation,
meaning the panel is 91.75% open. However, most building departments consider the panel solid when fully
covered with mature plant material.
-GUARD-RAIL CONDITIONS -
Post mounted greenscreen panels do not meet typical code requirements for a guard-rail Most city codes require
a concentrated load resistance of 250 Ibs for a 42" high guard-rail. greenscreen panels only meet the in -fill
requirement for uniform load resistance of 50 Ibs/sq. ft. For guard-rail applications, a steel frame should be designed
by a project engineer and fabricated by a local steel.shop; greenscreen can then supply the infill panels. If
preliminary drawings are provided, greenscreeh can advise on mounting details and value engineering
suggestions.
-WIND EFFECTS ON PANELS -
It is assumed that plant material is frangible and will blow off in a mild wind long before hurricane speeds are
reached (A 140 mph 3 second gust is considered to be a low category 3 hurricane.) What this means is that as the
wind blows harder it will remove more and more plant material, thereby controlling the amount of lateral wind
pressure to an indeterminate amount. Furthermore, loss of plant material will also decrease the vertical load on the
mounting clips more and more as wind speeds increase. Lastly, it should be noted that the Gcpi (internal pressure
coefficient) is 0 when considering an Exposure C location.
-PANELS ARE NOT CLADDING -
The panels do NOT meet the definitions of "Main Wind Force Resisting Systems" or "Components and Cladding"
(Building Envelope)'as given in section 6.2 of ASCE 7-2005. This means that the panels are not required to be
designed for wind.

We had a conversation with Kawneer in regard to the storefront system needed to use for Family Dollar— Len nard
Road/Port St Lucie, Florida project. They sent over the product information on both the glazing and storefront system
(attached) and indicated that these systems work correctly for the application and in compliance with the requirements
for the NOA compliance. I asked them to confirm the requirements for testing of the storefront with recommended
glazing approved in the NOA.
Kawneer referred me to Section F. STATEMENTS paragraph 1 which outlines the confirmation in the NOA utilized the
glazing in Section E. MATERIAL CERTIFICATIONS. Both the Storefront and the glazing have the same statement.
I did refer to your example NOA 12-1106.05 and I looked at FL# 8787-R5. FL# 8787-115 had the exact storefront system
from Kawneer I had send in the previous email (and attached).
With the attached PDF, will this be approved for our project?

We, here in St Lucie County, have adopted the Florida Building Code library and are currently enforcing the 2014
51h edition . We review the codes and manufacturers product approvals for compliance. In review of the testing you have
sent the aluminum storefront framing system would be o.k. however the other N.O.A. is for the interlayer testing only.
The notes state that the interlayer by itself does not comply with the Florida Building Code . The complete storefront
system must be engineered as 1 assembly being impact resistant. The other issue would be the design pressures as
required by your design professional.
I would need to seethe complete testing for the laminated glass w/ frames, then your engineer would put the
glass and frames together on the plans to show a complete assembly. [[[ EXAMPLE ONLY]]] see NOA 13-1106.05 as you
will see the complete assembly, glazing options, spans etc

I talked to our storefront supplier Kawneer about which model would work at Port St. Lucie and they directed me to
their IR 501. The storefront system calls out, as one of the options for glazing, the Saflex. As it was explained to me by
the Kawneer and the glazing provider that as a whole the storefront and glazing meets the L.M.I. rating required by the
county.
My question is, will this meet the proper county requirements?

Thank you for your e-mail and feel free to e-mail"me at any time. Please see the 2010 Florida Building Code
section 1609.1.2 which addresses Protection of openings located from 0 to 30 feet above grade and openings above 30
feet from grade. Depending upon how a product has been tested would determine its use within the wall of a building.
In N.O.A. # 12-0622.06 you will see that Kawneer has tested this product as small Impact resistant and it is for
use above the 30 foot mark as stated in note 6 in the general notes. You may select to use hurricane protection on this
curtain wall if desired and this product would be fine.
Now,,, with all of that being said, you may find a test for the same product under the Florida product approval
system , esr reports or one of the other testing means welcomed by the Florida Building Code. I would contact the
manufacturer to see if they have any alternative testing. You do not have to use a NOA in this part of Florida.

We have received your constructability comments dated October 23, 2015. The following
responses correspond to the comments provided:
1.-2. Resolved.
3. We spoke with the County Engineer, Michael Powley, P.E., regarding the updated
comment requiring 18" minimum clearance. Mr. Powley stated that it was not
understood that both pipes are storm sewer. Since that is the case, he indicated that 6"I
minimum vertical clearance is acceptable. The invert of the lower pipe has been
adjusted to clearly achieve 6" minimum vertical separation.
4. The storm pipe inverts have been adjusted to clearly achieve the required cover.
5.-9. Resolved.
10. This comment was discussed directly with you during our phone conversation and th
design meets the ADA criteria as presented.
11. The compaction requirement has been added to the sidewalk detail.
12. As discussed with you during our phone conversation, no changes to the plans an
necessary.

1. On Sheet #1, please label the crosswalk pavement marking on the southeast portion of the
parking lot. Comment has been addressed.
2. On Sheet #1, please provide a Typical Section of the Stamped Concrete. Comment has been
addressed.
3. On Sheet #2, INTERFERENCE POINT #4, it seems the 6" minimum separation is not achieved.
Please verify. This comment has not been satisfied. The County Standards require 18" of clear
separation between storm pipes. Comment has been addressed.
4. On Sheet #2, Structures SO #2 and SD #3, it seems there is not enough cover height from the
top of the pipe to the bottom of the pavement base. Please refer to the FDOT Design Standards
for Cover Height requirements. This comment has NOT been satisfied. Code 7.07.02 of the
Land Development Code states that: "In addition to meeting the requirements of this Code,
the design and performances of all stormwater management systems shall comply with all
applicable regulations of the State of Florida and rules of the South Florida Water Management
District. In all cases, the strictest of the applicable standards shall apply." Please refer to FDOT
Standard Index #205 for cover height requirements. Comment has been addressed.
5. On Sheet #3, the Typical Pavement Sections do not match the Typical Pavement Sections
shown on Sheet #1. Comment has been addressed.
6. On Sheet #3, REPLACEMENT OF FLEXIBLE PAVEMENT Detail, the overlap of the proposed
asphalt to the existing asphalt should be consistent with the ASPHALT PAVEMENT SAWCUT
& BUTT JOINT DETAIL. Comment has been addressed.
7. On Sheet #3, REPLACEMENT OF FLEXIBLE PAVEMENT Detail, please indicate the compaction
requirements of the base and the backfill materials around the pipe. Comment has been
adressed.
8. On Sheet #3, REPLACEMENT OF FLEXIBLE PAVEMENT Detail, General Note #1, please verify
if this requirement can be achieved with the proposed invert elevations of the pipe. Comment
has been addressed.
9. On Sheet #3, REPLACEMENT OF FLEXIBLE PAVEMENT Detail, General Notes #1, please
correct the spelling of the word "ORIGINAL". Comment has been addressed.
10. On Sheet #2, SIDEWALK CONNECTION DETAIL, the Americans with Disabilities Act (ADA)
requires that running slopes for sidewalks should not be greater than 5%. Please refer to ADA
Standards for ramps and handrail requirements. Comment has been addressed.
11. On Sheet #2, SIDEWALK PAVEMENT DETAIL, please provide the compaction requirement for
the Compacted Subgrade. Comment has been addressed.
12. On Sheet #3, SPACING OR REQUIRED ROADWAY/PARKING AREA TESTS, the County requires
Limerock Bearing Ratio (LBR) instead of Florida Bearing Value (FBV). Please remove
reference to FBV. Comment has been addressed.
