Lydia and Team:
Mark and I did meet with Brad Currie regarding this parcel. This is a new manufacturing industry expanding into St.
Lucie County (and Florida) for the first time and may be eligible for economic development incentives and expedited
permitting. Brad, if you'd like, please set up a meeting between Mark and myself with their management team and we'll
discuss their eligibility.
Their specific industry falls under either SIC 3559 or 3569, but since it's not specifically listed in the IL zoning district,
Brad will be submitting a request for a Use Determination and also a deferral request for the paving requirements. We
agreed that an 18 month deferral was a reasonable amount of time to become established and then address the
substandard vehicular use area. Linda, you'll be handling these when they come in.
As to the Building Code Change of Use issue, Monica and her team will tackle that one — always a challenge, but they'll
help the applicant navigate it.
Please keep me posted on any progress or issues that arise.

Did you and Mark speak to Atlantic Design Group? Do they need any parking and landscaping update that you are aware

Good Morning Patricia,
I have researched the previous tenants for this building as well as the previous occupancy classification as listed
within the 2010 Florida Building Code. The previous tenants have utilized this building as a Group "B" or business. What
you are proposing is a change of occupancy to a Group F-1 which allows for manufacturing of felt products [ similar to
canvas , carpet products, jute products and hemp products ]
We will need plans for the internal designs of the existing building designed by a Florida Licensed design
professional for this classification in accordance with the 2010 Florida Building Codes including mechanical, plumbing,
electrical [ 2008 n.e.c. ] and the 2012 Florida Fire Prevention Codes. You may incorporate the external foundation, tanks
etc on the same plans. Plans must be submitted in triplicate with [ 2 ] pdf discs.
Your mailer has been forwarded to a Planner to answer any questions regarding DEP, site plan requirements or
surveys. You would want to be sure that manufacturing of this nature would be allowed in this zoning prior to moving
forward .
Thank You

Good afternoon Joe.
As we discussed via phone moments ago, I was hoping to obtain information about permitting and approvals of a
proposed business in St. Lucie County.
Our client is planning to lease the property located at 15838 Orange Avenue for the manufacturing of sewer felt
liners. This would entail the construction of a 52' foundation which would house two polyester resin tanks (17'9" long x
8'3" w x 8'6" h) and a heat exchanger on the south side of the existing building. What type of permitting would be
required for the construction of such and would additional permittingbe required by any other agencies such as the
DEP?
Your assistance with regards to this is greatly appreciated.

Hi Joe:
Can we explore this as not a separate building, and rather a utility structure per my last email?
Thanks, Ray

Gerhardt.
The plan reviewer is already saying no this. They are treating the containment like it was another building and
using FBC, Table 602 for limiting distances and fire separations required.
I will try and argue this is not a separate building, rather a utility structure, like a water pump, power
transformer, etc. which should not fall under that Code Section.
In the mean time, can we put the containment somewhere else.
Sincerely,
Raymond Chladny
