AN ORDER GRANTING APPROVAL FOR
A MINOR SITE PLAN TO BE KNOWN AS
UNIFIRST CORPORATION.
WHEREAS, the St. Lucie County Growth Management Director has reviewed the application for site plan
approval submitted by Velcon Group, Inc., reviewed the comments of the St. Lucie County Development
Review Committee on this application, and made the following determinations:
1. UniFirst Corporation is a proposed 10,510 square foot industrial project for property located in the
Kings Highway Industrial Park, in the IL (Industrial, Light) Zoning District.
2. The Development Review Committee has reviewed the site plan for the proposed project and
found it to meet technical requirements of the Land Development Code and to be consistentwith
the St. Lucie County Comprehensive Plan.
3. The project is consistent with the general purpose, goals, objectives, and standards of the St.
Lucie County Comprehensive Plan and the St. Lucie County Land Development Code.
4. The project will not have an undue adverse effect on adjacent property, the character of the
neighborhood, traffic conditions, parking, utility facilities, or other matters affecting the public
health, safety, and general welfare.
5. All reasonable steps have been taken to minimize any adverse effect of the proposed project on
the immediate vicinity through building design, site design, landscaping, and screening.
6. The project will be constructed, arranged, and operated so as not to interfere with the
development and use of neighboring propery, in accordance with applicable district regulations.
7. The project is to be served by adequate public facilities and services.
8. The applicant has applied for and received a certificate of capacity exemption, a copy of which is
attached to this order as Exhibit A, as required under Chapter V, St. Lucie County Land
Development Code.
NOW, THEREFORE, BE IT ORDERED:
A. Pursuant to Section 11.02.03 of the St. Lucie County Land Development Code, the proposed
Minor Site Plan to be known as UnIFirst Corporation, is hereby approved as shown on the site
plan drawings for the project prepared by Velccn Group, Inc., dated August 9, 2005, last revised
May 11, 2006, and received by the St. Lucie County Growth Management Director on May 14,
2006, subject to the following conditions:
No clearing or other site work shall commence until after constructible engineering plans
have been approved by the County Engineer and all county environmental permits have been
issued by Environmental Resources Department pursuant to Section 11.02.08(A)(7) of the

St. Lucie County Land Development Code. As of this date of issuance of this Development
Order, no constructible site development plans have been submitted for review. No work
shall commence after the issuance of environmental permits by county, or of any other
permits by any other agency, until the County Engineer has approved the constructible site
plans.
2. Pursuant to Section 11.02.08(A)(6) of the St. Lucie County Land Development Code, no work
shall commence on the site until all regulatory permits required from Federal, State, and
regional agencies and special districts have been issued. The Florida Department of
Environmental Protection, National Pollutant Discharge and Elimination System compliance
notice must be submitted to the County Engineer with the constructible site plan at the time of
building permit application or during permit review or no paving, grading, and drainage permit
and no building permit shall be issued. All National Pollutant Discharge and Elimination
System Best Management Practices shall be instituted on the site prior to site clearing and
maintained daily. Stormwater ponds shall be roughed in at the same time the site is cleared
of groundcover.
3. This Development Order shall be recorded in the Public Records of St. Lucie County, Florida,
in order to provide constructive legal notice of development conditions that run with the land.
4. The subject property is limited to one (1) tractor trailer per day. If more than one (1) tractor
trailer uses the site a day, the driveway permits shall be revoked immediately and new
approvals will be required.
5. Pursuant to the Declaration of Restrictions by UNIFIRST CORPORATION, no driveway,
whether paved or unpaved, improved or unimproved, shall be allowed to be located in whole
or in part within 40 feet of the property line of Lot 2, Block C, Kings Highway Industrial Park
Unit One.
6. The Code Compliance Manager shall receive a copy of this Development Order and the site
plan it approves and shall not approve any building permits that do not implement or are not
consistent with this Development Order and the plans hereby approved.
B. The property on which this minor site plan is being approved is described as follows:
LOT 1, BLOCK "C", KINGS HIGHWAY INDUSTRIAL PARK, UNIT ONE, ACCORDING TO
THE PLAT THEREOF AS RECORDED IN PLAT BOOK 26, PAGE 16 & 16A, PUBLIC
RECORDS OF ST. LUCIE COUNTY, FLORIDA. (TAX ID#: 1335-801-0028-000-3)
(Location: Commercial Circle, Fort Pierce, Florida.)
C. The approvals granted by this administrative order shall expire on May 16, 2008, unless a building
permit is issued or an extension is granted in accordance with the provisions of Section 11.02.06
of the St. Lucie County Land Development Code.
D. The Final Site Plan approval granted under this Order is specifically conditioned to the
requirement that the petitioner, Michael T. Fleming for UniFirst Corporation, including any
successors in interest, shall obtain all necessary development permits and construction

AN ORDER GRANTING APPROVAL FOR
A MINOR SITE PLAN TO BE KNOWN AS
UNIFIRST CORPORATION.
WHEREAS, the St. Lucie County Growth Management Director has reviewed the application for site plan
approval submitted by Velcon Group, Inc., reviewed the comments of the St. Lucie County Development
Review Committee on this application, and made the following determinations:
UniFirst Corporation is a proposed (M 19tsgogWindustrial project for property located in the
Kings Highway Industrial Park, in the IL (Industrial, Light) Zoning District.
2. The Development Review Committee has reviewed the site plan for the proposed project and
found it to meet technical requirements of the Land Development Code and to be consistentwith
the St. Lucie County Comprehensive Plan.
3. The project is consistent with the general purpose, goals, objectives, and standards of the St.
Lucie County Comprehensive Plan and the St. Lucie County Land Development Code.
4. The project will not have an undue adverse effect on adjacent property, the character of the
neighborhood, traffic conditions, parking, utility facilities, or other matters affecting the public
health, safety, and general welfare.
5. All reasonable steps have been taken to minimize any adverse effect of the proposed project on
the immediate vicinity through building design, site design, landscaping, and screening.
6. The project will be constructed, arranged, and operated so as not to interfere with the
development and use of neighboring property, in accordance with applicable district regulations.
7. The project is to be served by adequate public facilities and services.
8. The applicant has applied for and received a certificate of capacity exemption, a copy of which is
attached to this order as Exhibit A, as required under Chapter V, St. Lucie County Land
Development Code.
NOW, THEREFORE, BE IT ORDERED:
A. Pursuant to Section 11.02.03 of the St. Lucie County Land Development Code, the proposed
Minor Site Plan to be known as UnIFlrst Corporation, is hereby approved as shown on the site
plan drawings for the project prepared by Velcon Group, Inc., dated August 9, 2005, last revised
May 11, 2006, and received by the St. Lucie County Growth Management Director on May 14,
2006, subject to the following conditions:

St. Lucie County Land Development Code. As of this date of issuance of this Development
Order, no constructible site development plans have been submitted for review. No work
shall commence after the issuance of environmental permits by county, or of any other
permits by any other agency, until the County Engineer has approved the constructible site
plans.
40 Pursuant to Section 11.02.08(A)(6) of the St. Lucie County Land Development Code, no work
shall commence on the site until all regulatory permits required from Federal, State, and
regional agencies and special districts have been issued. The Florida Department of
Environmental Protection, National Pollutant Discharge and Elimination System compliance
notice must be submitted to the County Engineerwith the constructible site plan atthe time of
building permit application or during permit review or no paving, grading, and drainage permit
and no building permit shall be issued. All National Pollutant Discharge and Elimination
System Best Management Practices shall be instituted on the site prior to site clearing and
maintained daily. Stormwater ponds shall be roughed in at the same time the site is cleared
of grcundcover.
3. This Development Order shall be recorded in the Public Records of St. Lucie County, Florida,
in order to provide constructive legal notice of development conditions that run with the land.
The subject property is limited to one (1) tractor trailer per day. If more than one (1) tractor
trailer uses the site a day, the driveway permits shall be revoked immediately and new
approvals will be required.
AW Pursuant to the Declaration of Restrictions by UNIFIRST CORPORATION, no driveway,
whether paved or un aved improved or unimproved, shall be allowed to be located in whole
or in part within , eet oftthe prooertv ling Block C, Kings Highway Industrial Park
Unit One.
6. The Code Compliance Manager shall receive a copy of this Development Order and the site
plan it approves and shall not approve any building permits that do not implement or are not
consistent with this Development Order and the plans hereby approved.
B. The property on which this minor site plan is being approved is described as follows:

THE PLAT THEREOF AS RECORDED IN PLAT BOOK 26, PAGE 16 & 16A, PUBLIC

(Location: Commercial Circle, Fort Pierce, Florida.)
C. The approvals granted by this administrative order shall expire on May 16, 2008, unless a building
permit is issued or an extension is granted in accordance with the provisions of Section 11.02.06
of the St. Lucie County Land Development Code.
D. The Final Site Plan approval granted under this Order is specifically conditioned to the
requirement that the petitioner, Michael T. Fleming for UniFirst Corporation, including any
successors in interest, shall obtain all necessary development permits and construction
authorizations from the appropriate State and Federal regulatory authorities including, but not

E. A copy of this Order shall be attached to the site plan drawings described in Part A, which plan
shall be placed on file with the St. Lucie County Growth Management Director and mailed, return
receipt requested to the developer and agent of record as identified on the site plan applications.
The Certificate of Capacity Exemption, attached as Exhibit A, shall be valid for the same period
as this order. If this order expires or otherwise terminates, the Certificate of Capacity Exemption
shall automatically terminate.
G. This order shall be recorded in the Public Records of St. Lucie County.

The Growth Management Resolution appears to actually be worded specifically as though it also serves
as the Development Order.
The Resolution states " no clearing or site work shall commence until constructuble plans have been
approved by the County Engineer and Environmental Permits obtained from SLC ERD". For the lots in
Kings Highway Industrial Park all infrastructure is in place. Therefore, all they need from the County
Engineer is an approved Stormwater Permit, which we are in the process of reviewing. The county
driveway permit will be done concurrently with the building permit as always. They have provided us with a
copy of the Vegetation removal exemption since these lots were cleared when the park was developed.
Condition 1 appears it will be met as long as they have not begun site work before obtaining a building
permit.
Condition 2 of the resolution requires a copy of the FDEP NPDES Permit prior to approval of constructable
drawings (the Stormwater Permit) by the County Engineer and issuance of a building permit. Since this
site is just under one acre, FDEP will not require an NPDES Permit.
I am okay with proceeding with the review of the building permit application. I do not think there is anything
the County Engineer needs to review on this one.

permit cannot be issued until it has been determined that
all subcontractors are properly licensed and registered.
The use of unlicensed contractors is strictly prohibited.

be signed and sealed by a Florida registered engineer and
include truss plans. All plans must be stamped by the
Health Department, if a septic permit is required. Please

Filled Lands Affidavit

This form is required for all construction, except for

notify the property owner of their responsibility not to
adversely impact their neighbor's properties with

sealed by a registered Landscape Architect and three

patrons, and that certain uses be provided with adequate
