As per your request, Atlas Structural Engineering, LLC has reviewed the fastener withdrawal test results
provided for the Tropicana Systems Building 3 located at 6500 Glades Cut Off Road in Fort Pierce, Florida.
The Systems Building 3 is an independent structure.
On -site withdrawal tests were performed at random locations to determine the average ultimate pullout value.
The withdrawal tests achieved an average ultimate pullout value of 622.2 Ibs per fastener. The fastener
patterns provided in the Engineering Letter titled 'Tropicana Fort Pierce - Systems Building 3" were
determined using an average ultimate pullout value of 400 Ibs per fastener, with a margin of safety for uplift
resistance equal to 2.0.
The fastening patterns provided in the Engineering Letter were determined using Florida Product Approval
(FPA) No. FL14083-R9, System SC-132, and do not exceed the force per fastener determined using the
above stated FPA and tested pullout value. See Engineering Letter for additional information.
After reviewing the fastener withdrawal test provided by OMG Roofing Products, Inc., it is our opinion the
fastening patterns provided in the Engineering Letter are structurally adequate to resist the wind uplift
pressures required when installed in accordance with the above stated FPA and Engineering Letter.
Please do not hesitate to contact our office if you have any questions.

To Whom It May Concern:
As requested, a representative from Atlas Structural Engineering, LLC (Atlas) visited the Tropicana Systems
Building 3 located at 6500 Glades Cut Off Road in Fort Pierce, Florida, on Thursday August 4, 2016 to conduct
an assessment of the roof covering installed by Sutter Roofing Company of Florida (Sutter Roofing). The
purpose of the visit was to visually observe the fastening patterns used to mechanically attach insulation and
single -ply roofing membrane to an existing steel roof deck.
Insulation Attachment Findings
The single -ply membrane had been installed and access to the underside of the roof was not obtained during
the site visit. Therefore, the insulation fasteners and plates were not visible at the time of inspection. As
shown in photographs taken by Sutter Roofing during installation, 4'x8' insulation boards were preliminarily
fastened to the steel roof deck with (6) fasteners and plates per board. This complies with the preliminary
insulation attachment specified in the engineering letter. See photographs on page 3.
Single -Ply Attachment Findings
Access to the roof was not obtainable at time of inspection. As shown in photographs taken by Sutter Roofing
during installation, the single -ply membrane was fastened with screws and plates in the sidelaps of the sheets.
Sutter Roofing has stated that the single -ply membrane is Carlisle 60 mil Sure -Weld TPO, the sheets are 8'-0"
wide in Zone 1 and 4'-0" wide in Zone 2 (where sheets are parallel to the roof), —and fasteners are Carlisle

Summary and Limitations
Based on in progress photos, and the attached affidavit from the licensed contractor that performed the work
("As -Built Condition for Tropicana — Systems Building 3" by Sutter Roofing dated September 2, 2016) it is our
opinion that the fastening patterns installed are structurally adequate to resist the design wind pressures.
The scope of this investigation does not include analysis of the load carrying capacity of the existing structure,
and the fastener patterns provided in this report are based on the materials and fasteners stated above,

The single -ply roof covering membrane and insulation on the Tropicana Systems Building 3 located at 6500 Glades Cut
off Road in Fort Pierce, Florida were installed under my direct supervision and in conformance with the permitted
construction drawings.
Carlisle Insulation Fasteners and 3" plates were used to preliminary fasten 1.5" thick POLYISO insulation to existing steel
roof deck. Each 4'x8' insulation board was fastened with six (6) fasteners. Smaller boards were fastened in each corner.
Carlisle SynTec #15 HP-X Fasteners and 2-3/8" Piranha Plates were used to mechanically fasten Carlisle SynTec 60 mil
Sure -Weld TPO to existing 22 gauge steel roof deck. The TPO was fastened at 6" o.c. within the side laps and side laps
were sealed with a 1.5" wide weld.
TPO sheets in the field of the roof were 8'-0" wide and two 4'-0" wide half sheets were used in the perimeters parallel to
the eave. A center row of fasteners was installed in the perimeters and corners where the sheets are perpendicular to
the eave. All fastener rows were installed perpendicular to the steel deck flutes.

Factory Mutual Criteria and Design Wind Pressures
As requested, Factory Mutual (FM) recommendations for installing mechanically fastened base sheets, and
design wind pressures determined in accordance with FM Data Sheet 1-28, were used to determine the
fastener patterns provided in this report. The following criteria were used:
Basic Wind Speed: V = 123 mph
• Exposure: C
• Internal Pressure Coefficient: +/- 0.18 (Enclosed Building / Protected Openings)
According the FM 1-28 Table 4, the Roof Field Area (Zone 1) Uplift Design Pressure is equal to 41 psf. The
recommended roof ratings from Table 8 of FM 1-28 require an FM 1-90 rated system using the above criteria.
The corresponding design pressures are as follows:
• Roof Field Area = -45.0 psf
• Roof Perimeter Area = -75.0 psf
• Roof Corner Area = -112.5 psf
The pressures stated -above -meet or exceed the minimum recommended -FM. ratings provided -in FM _129—
—®—T:able 1_aW tthe=Compoaents_ai d laddipgmplib_pressures=deteunined_irLaccordance_witE_7_10--- -
_ -----Chapter 30, using the -following criteria:
• Ultimate Wind Speed: Vail = 158 mph
• Nominal Wind Speed: Vad = 123 mph
• Exposure: C
• Risk Category: Category II
• Internal Pressure Coefficient: +/- 0.18 (Enclosed Building / Protected Openings)
Pressures were determined for a building with a maximum roof height of 22'-0" and a minimum overall width of
28'-0". Perimeter and Corner Areas are defined as being within T-0" of the edges and corners of the flat roof.
