On behalf of Mr. Howard DaCosta, property Manager for Empress Condominium, I submit this letter, to
document my inspection and evaluation of the existing dune walkover stair structure built at the Empress
Condominium.
The existing dune walkover stair structure is a reconstruction of the original dune walkover stairs originally
permitted by FDEP with authorized after -the -fact reconstruction granted April 17, 2015; FDEP Permit No.
VLS 15-01P.
On July 22, 2015, I performed on -site inspection of the existing dune walkover stair structure and prepared
"As -built' plans to document existing conditions including the location of the stairs on the Condominium
property within the CCCL.
The "As -built" plans, signed and sealed August 10, 2015, have been submitted to the St. Lucie County Code
Building Department by the Contractor, COOKE Construction on August 11, 2015.
This letter bearing my seal and signature, is being submitted to St. Lucie County Code Compliance Division
to document my evaluation and approval that the dune walkover stair structure has been constructed in
conformance with the construction plan approved by the FDEP, Bureau of Beaches and Coastal Systems,
