THE PURPOSE OF THIS LETTER IS TO CERTIFY THE 'AS BUILT CONCRETE
PERIMETER/PRIVACY WALL (4' TALL) AROUND THE (2) POOLS AT THE NORTH END OF
THE COMPLEX AT THE ABOVE SUBJECT ADDRESS. CONSTRUCTION OF THE WALLS
WAS PERFORMED BY CONTRACTOR: ROBERT F. RICCARDO.
THE WALLS WERE BUILT/REPAIRED IN THE SPRING OF 2005 AND SUBSEQUENTLY
WITHSTOOD HURRICANE WILMA IN THE FALL OF 2005.
THIS ENGINEER PERFORMED AN INSPECTION OF THE SUBJECT CONCRETE WALLS ON
1/21/06. THE WALLS WERE FINISHED AT THE TIME OF INSPECTION HOWEVER THE
CONTRACTOR CHIPPED SUFFICIENT CONCRETE AWAY IN A LOCAL AREA TO EXPOSE
THE STEEL REBAR FOR INSPECTION.
BASED ON THE INSPECTION, AND DISCUSSIONS WITH THE CONTRACTOR (R.
RICCARDO), IT IS UNDERSTOOD THE 'AS BUILT PRIVACY WALLS WERE
CONSTRUCTED AS FOLLOWS:
• A 30"x30" CONCRETE FOOTER (3000 PSI) WITH (6) #5 REBAR
CONTINUOU5/LAPPED WAS POURED WITH A 4' VERTICAL #5 REBAR EVERY 2'
ON CENTER.
• STANDARD 8"x16" MASONARY BLOCK WAS BUILT ON TOP OF FOOTER WITH
VERTICAL STEEL REBAR EVERY 2' HOOKED INTO THE TOP COURSE OFBEAM
BLOCK WHICH HAD (1) #5 REBAR CONTINUOUS. BEAM BLOCK AND VERTICAL
CELLS WERE FILLED WITH 3000 PSI CONCRETE.

• APPROX 12' ON CENTER, THERE ARE 16"x16" SOLID FILLED 4' TALL COLUMNS
(WITH 1 VERTICAL #5 REBAR) TIED INTO ABOVE DESCRIBED WALL. ON TOP
OF EACH COLUMN SITS A DECORATIVE CAP MADE WITH FIBERMESH
CONCRETE.
• A STUCCO FINISH WAS APPLIED TO WALLS.
• PHOTOS ARE AVAILABLE UPON REQUEST.
BASED ON THE ABOVE FINDINGS, THE'AS BUILT CONCRETE WALL CONSTRUCTION IS
IN COMPLIANCE WITH THE 2004 FBC, FOR 140 MPH WIND AND EXPOSURE 'C'
CLASSIFICATION.
THEREFORE THE'AS BUILT WALL CONSTRUCTION IS ACCEPTABLE AS IS.

CONSTRUCTED AS FOLLOWS:
• A 30"x30" CONCRETE FOOTER (3000 PSI) WITH (6) #5 REBAR
CONTINUOUS/LAPPED WAS POURED WITH A 4' VERTICAL #5 REBAR EVERY 2'
ON CENTER.
• STANDARD 8"46" MA50NARY BLOCK WAS BUILT ON TOP of FOOTER WITH
VERTICAL STEEL REBAR EVERY 2' HOOKED INTO THE TOP COURSE OFBEAM
BLOCK WHICH HAD (1) #5 REBAR CONTINUOUS. BEAM BLOCK AND VERTICAL
CELLS WERE FILLED WITH 3000 PSI CONCRETE.

• APPROX 12' ON CENTER, THERE ARE 16"x16" SOLID FILLED 4' TALL COLUMNS
(WITH 1 VERTICAL #5 REBAR) TIED INTO ABOVE DESCRIBED WALL. ON TOP
OF EACH COLUMN SITS A DECORATIVE CAP MADE WITH FIBERMESH
CONCRETE.
• A STUCCO FINISH WAS APPLIED TO WALLS.
• PHOTOS ARE AVAILABLE UPON REQUEST.
BASED ON THE ABOVE FINDINGS, THE 'AS BUILT CONCRETE WALL CONSTRUCTION IS
IN COMPLIANCE WITH THE 2004 FBC, FOR 140 MPH WIND AND EXPOSURE 'C'
CLASSIFICATION.
THEREFORE THE'AS BUILT WALL CONSTRUCTION IS ACCEPTABLE AS IS.
