The project is consistent with the general purpose, goals, objectives, and standards of the St. Lucie County Comprehensive Plan and the St. Lucie County Land Development Code. 4. The project will not have an undue adverse effect on adjacent property, the character of the neighborhood, traffic conditions, parking, utility facilities, or other matters affecting the public health, safety, and general welfare. 5. All reasonable steps have been taken to minimize any adverse effect of the proposed project on the immediate vicinity through building design, site design, landscaping, and screening. 6. On December 5, 2007, 1 was at the site to observe the construction of the subject bridge. All the stringers for the vehicular portion of the bridge were in place and were secured to the timber caps in accordance to the plans. I observed all the connections of the stringers to the caps, the caps to the piles and the headwall to the stringers. All of the connections are in accordance to the plans. The timber deck was placed and the holes for the lag screws into the stringers were being drilled. On December 6, 2007, 1 observed construction of the four wingwalls. The boards were put in place correctly, and the timber piles were being driven in place. Holes for the timber deck attachment were continuing to be drilled. On November 27, 2007, the location of the bridge was staked out by the surveying firm working for the development. I reviewed the location of the bridge and determined that the bridge is located in the correct position. The centerline of the bridge along the roadway was located as was the centerline of the bridge perpendicular to the bridge. This information was adequate for York Bridge Concepts to layout the piling of the bridge. On November 29, 2007, 1 observed the driving of the timber piling for bents 1 & 2. The piles were driven in accordance to the specified procedure. The piles were driven to approximately 20 foot. Attached is the complete pile driving logs. However, the applicant has submitted a "Tree Inventory and Evaluation" report, conducted by an ISA certified arborist, that states that only twenty-five of all of the existing live oaks trees have a 50% chance for transplanting success.
