Hi Liliana,
I have completed everything on this permit except the threshold reports and the final inspection. I received
new reports from your engineer this morning and they still sent inspection reports signed by Mr. Schlitt , an engineer
intern. As previously discussed, according to FBC 110.8.6 the inspector must be certified as a special inspector or a
building inspector to perform inspections on Threshold Buildings . You then sent me a news letter with reference to the
FAC 61g15-18.011 / In review of that Code section there is nothing in there which allows engineering interns to perform
inspections.

According to the original permit file Mr. Villamizar would be the special inspector as well as the engineer of
record. Florida Building Code 110.8.6 states:
110.8.6
The building department may allow a special inspector to conduct the minimum structural inspection of threshold
buildings required by this code, Section 553.73, Florida Statutes, without duplicative inspection by the building
department. The building official is responsible for ensuring that any person conducting inspections is qualified as a
building inspector under Part Xll of Chapter 468, Florida Statutes, or certified as a special inspector under Chapter 471
or 481, Florida Statutes. Inspections of threshold buildings required by Section 553.79(5), Florida Statutes, are in
addition to the minimum inspections required by this code.
Florida Statute 553.791 [e] states that " duly Authorized Representative " who performs inspections must be licensed as
an engineer under 471, an architect under 481 or carry an inspectors certificate under 468 [ this section is not specific to
Threshold Buildings ] like the code above is. If you have any specific cites from the Florida Building Code or Statutes We
would be happy to take a look at them.
