Mr. Gene Santoro of Coastal Construction has a partial list of what is still needed or needs to be corrected starting with the delegated engineering being reviewed by you and approved via an approval stamp on the plans. The barjoist plans are still in a preliminary state and are stated hot for construction on said un-sealed plans . The stack of product approval paperwork can be eliminated with our product review affidavits being completely filled out then signed, sealed and dated by you as the design professional of record including all methods of attachment thus making everyone's task more efficient including our inspectors. We can accept the product approvals as long as all tables, methods of attachment, design pressures etc: are tagged for compliance then all product approvals must be approved by you via your approval stamp so that we know that you have accepted this cladding to be used in your building designs. There are still references to the Florida Residential Code in the plans with reference to the residential pressure table,R301.2 . Commercial buildings design from ASCE7-10 criteria for all pressures and must be indicated on the plans . There is also a reference in the wind table that this is a single family dwelling. With all of these items still open it is difficult to perform a full review and will await a re -submittal from Mr. Santoro to perform a complete final review. M. Engineering and Testing, Inc. is pleased to submit this geotechnical report for the referenced project. This report describes the project, field explorations, results of testing, findings, and recominendations. The project site is an approximately 1.253 acre parcel located in Section 26, Township 36S, Range 40E. The site is on the east side of U.S. Highway No. 1 approximately 1 mile south of East Prima Vista Boulevard, Port St. Lucie, St. Lucie County, Florida. The project comprises the construction of a one-story retail building with the associated access drives and parking areas. FIELD EXPLORATIONS The subsurface conditions at the project site were explored on November 22, 2010, with one Auger boring; Hand Cone Penetrometer (HCP) readings were taken at one -foot intervals in the auger boring. Subsequently an Exfiltration (EX) test was conducted in the borehole. The auger boring was performed in general accordance with ASTM D 1452, "Practice for Soil Investigation and Sampling by Auger Borings", and the exfiltration test with the SFWMD Usual Open Hole Test procedure. The HCP test, in conjunction with information about the soil type, is empirically correlated to the relative density of subsurface soils. As requested by Friscia Engineering, the boring and exfiltration test were completed at the approximate location noted on the Boring Location Plan. The Exfiltration Test Report with the log from the auger boring is attached. The depths on the boring log are below the existing ground surface at the time the boring was performed. A. M. The grade of the site was about ''/z feet below US on the west side, and then sloped downwards to the east until about 4 feet below US1 at the furthermost east portion of the site. Also, the grade of the site was about''/2 feet below US 1 on the north side, and then sloped downwards to the south until about 4 feet below US1 at the furthermost southeast portion of the site. The auger boring/exfiltration test was performed at a location that was approximately 1 foot below US 1. Vegetation included pine and oak trees. The subsurface soils observed in the borings generally consisted of fine sand to fine sand with little silt from the ground surface to a depth of 5 feet, weakly cemented organically stained sand with little to some silt from 5 to 5;% feet, and then fine sand with some silt from 53/4 to a depth of 6 feet, the bottom of the boring. Ground water was encountered 6%: feet below the existing ground surface at the boring location. The water level was allowed to stabilize about one hour before measurements. USGS TOPOGRAPHICAL AND USDA SOIL SURVEY INFORMATION We reviewed the USGS 7.5-minute series quadrangle topographic map of the area, entitled Ankona. Revisions to this map were based on aerial photographs taken in 1983. The USGS map showed the project site is located on a broad area with an elevation of approximately 15 feet NGVD. Ponds are shown in the surrounding areas. The North Fork St. Lucie River runs approximately 2,500 feet west of the site. Extensive canal systems are shown west of The North Fork St. Lucie River. The site is shown on sheet number 33 of the Soil Survey of the St. Lucie County Area, Florida, issued by the U.S. Dept. of Agriculture in March 1980. According to the Soil Survey one soil type occurs within the project site, Waveland fine sand (50j. The Soil Survey describes Waveland fine sand as poorly drained, nearly level soil on broad flatwoods areas. The soil profile consists of fine sand to fine sand with little silt from the ground surface to a depth of 23/4 feet, fine sand with little to some silt to a depth of 5'/x feet and fine sand with little silt to a depth of 63/4 feet. With unimproved drainage, the water table is within a depth of 10 inches for 1 to 4 months and within a depth of 40 inches for 6 months or more during most years. It is perched above the subsoil early in the summer rainy season and after periods of heavy rainfall in other seasons. The water table recedes to a depth of more than 40 inches during extended dry seasons. Permeability is rapid in the surface and subsurface layers, very slow to slow in the subsoil, and moderate to rapid in the substratum. The high water table is perched and is at the ground surface to 1 foot below the ground surface. `A A. M. ENGINEERING AND TESTING, INC. Geotechnical Exploration for Stormwater Management Planning 9600 South U.S. Highway No. 1, Port St. Lucie, Florida Project No. 10-1329 It should be noted that the Soil Survey generally extends to a maximum depth of 80 inches (approximately 6% feet) below ground surface and is not indicative of deeper soil conditions. SOUTH FLORIDA WATER MANAGEMENT DISTRICT RAINFALL INFORMATION According to the SFWMD web site the rainfall in Martin and St. Lucie Counties during the 30 days prior to November 22, 2010, was 38 percent of the normal. During the 30 days prior to October 22, 2010 the rainfall was 52 percent of normal and during the 30 days prior to September 22, 2010 it was 60 percent of normal. The 2010 rainfall up to November 22, 2010 was 83 percent of normal. The 2009 rainfall was 79 percent of normal. DISCUSSION AND CONCLUSIONS The subsurface soils encountered in the auger boring correspond somewhat with the information presented in the Soil Survey. The Soil Survey does not mention the weakly cemented organically stained sand layer. The SFWMD data indicate the current water levels are below normal. Based on the above data and the results of our field exploration, we estimate that the average wet season high water table level is 3 feet below the ground surface at the boring/exfiltration test location. The auger boring/exfiltration test was performed at a location that was approximately 1 foot below the top of US1. However, should rainfall intensity and duration or total rainfall quantities exceed the normally anticipated rainfall quantities, the groundwater level may exceed our estimate of the average wet season high groundwater level. It should be noted for drainage system design that the soil layer described as weakly cemented sand with little to some silt has low permeability. The Soil Survey gives the coefficient of permeability for this material as less than 0.4 feet per day (1.4 x 104 cm/sec). Based on our experience the coefficient of permeability ranges from 0.01 to 0.1 feet per day (10A to 10-5 cm/sec). "Perching" of the ground water can be expected. LIMITATIONS This report is for the exclusive use of our client in the design and construction of the previously described project. The right to rely on this report may not be assigned without written permission of A. M. Engineering and Testing, Inc. This report has been prepared in accordance with generally accepted geotechnical engineering practices in the State of Florida. No other warranty, expressed or implied, is made. According to his opinion we should charge the Impact Fees based on two uses, storage and retail. He also feels that it is not clear what we have deducted from the impact fees for the buildings that previously were demolished. The Site Plan is our leading document. The Site plan is totally based on Carpet store/retail. The calculation of the parking was based on the total sf of building. We didn't make a difference between storage and retail. Also the Impact Fees were based on retail for the total sf. of building. The Property Appraisers office informed us that in 1991 the property had two buildings with a total of 2,544 sf. The original buildings were demolished and taken of the tax roll in 1992. For the calculation of the Road Impact fees we subtract 2,544 sf. The other Impact Fees were not in effect at the date of demolition so we were not able to subtract anything from the other Impact Fees. At 1/30/12 the contractor was informed about the calculation of the Impact fees. We let him know that if they had paperwork that showed a different sf. of buildings to bring it in so we could review it. The contractor didn't respond to that. See attached Impact Fee calculation sheet. The question is now, did we calculate the Impact Fees correct, or do we need to base it on retail and storage? Our Impact Fee schedule doesn't provide an Impact Fee for storage. We do have an Impact Fee for Warehousing but that is not a permitted use in Commercial General Zoning. Please advise.
