The objective is to guide the project team through the specified commissioning processes by defining the extent of responsibility, commitment and coordination required by the various project team members involved in the commissioning process. This commissioning plan is a `living" document and as such, will change, be updated and revised as the project evolves through construction, testing, validation, handover and occupation of the building. The general responsibilities and requirements as outlined within this document are not expected to change very much during the project timeline and are intended as a further clarification of the requirements of the contract documents. Reference to the drawings, related specification sections and general provisions of the contract, including general and supplementary conditions should be made to ensure all contractual commissioning requirements are satisfactorily implemented. System Commissioning is required to be performed by the Florida Building Code - 2014 — Energy Conservation, Section 408, and its requirements are listed below. It is a requirement of the code, that the project team develops and utilizes a commissioning plan. This is that plan. The plan shall be used by the project team as a working document to assist in achieving the goal of successfully completing and commissioning the buildings systems, satisfying the requirements defined by the Contract Documents. The Commissioning Agent (CxA) shall monitor the projects shared commissioning goals as planned through the duration of the project, reporting observations directly to the Owner. St. Lucie County (Owner) has contracted Sims Wilkerson Cartier Engineering, Inc. as their Independent Commissioning Agent (CxA). COMMISSIONING GOALS & OBJECTIVES The intent of this plan is that commissioning services will provide an independent evaluation of mechanical HVAC systems to confirm they are contract compliant, meet or exceed all standards and are operating as designed and intended. Commissioning is to include demonstrating the integrated performance of all equipment and systems serving the building. These services are critical for this project as once the facility is occupied there will be limited opportunity to address any operational issues without seriously compromising operations of the Owner. Commissioning is a systematic process, the purpose of which is to verify and validate the functionality and operation of the building systems in accordance with the Contract Documents, the engineering Basis of Design (BOD) and the requirements of the FBC. Validation and review will encompass design, installation, check out, start-up procedures, functional proving of operational systems, verification that installations operate efficiently, are able to be maintained and comply with equipment manufacturer's recommendations. Commissioning will verify the completeness and correctness of the projects record documentation. Evaluate commissioning elements of the design and the equipment submittals with respect to the OPR and BOD. B. Evaluate the ongoing and final equipment installations with respect to the OPR, BOD, the contract, drawings, specifications, and manufacturer's recommendations and instructions. C. Direct and define responsibilities for participating members of the project team regarding commissioning during construction, testing, validation, turnover and occupation of the facility. D. Coordinate activities relating to the commissioning processes of all members of the commissioning team; including the CM, sub- contractors, the facilities staff, the Owner PM team, the various consultants and the CxA. E. Validate that systems and equipment receive suitable attention, prior to start up, with the installing sub -contractors performing and documenting pre -functional testing (PFT) for CxA review. F. Validate and evaluate operation of systems and components both individually and together as complete, functional, integrated systems, with functional testing executed by the commissioning agent with assistance from the installing sub -contractors. Acceptable Performance: A component or system being able to meet specked design parameters and acceptance criteria under actual load, within acceptable tolerances including satisfactory documented completion of all Functional Test Procedures. B. Approval: Acceptance by the Engineer of Record that a piece of equipment or system is the correct type for the given application, that installation considerations are compliant with the requirements of the Contract Documents. C. Areas of Conflict within Commissioning Documentation: Where Commissioning Specifications and/or Commissioning Plan requirements conflict with technical specifications in any individual specification section, or other Contract Document, the technical specification and/or Contract Document requirements shall take precedence. D. Basis of Design (BOD): The Contract Documents authored by the design team explaining the thought processes and assumptions behind design decisions that were made to satisfy the Owners Project Requirements. The documents describe space use, redundancy, diversity, space zoning, occupancy, operations and space requirements. It lists relevant standards, guidelines, regulations and other references to which the project shall comply. It provides performance criteria for the systems to be commissioned (Also referred to as the Design Intent Document). E. Commissioning Agent (CxA): The independent 3b party agency hired by the Owner to validate the commissioning process and to document that the facility and all of its systems and assemblies are planned, designed, installed, tested, operated and maintained satisfying the intent of the Owner's Project Requirements. Commissioning Plan: The Commissioning Plan (Cx Plan) is a living document that defines and manages the commissioning process. It outlines the organization, schedule, sequence, responsibility, and documentation requirements of the commissioning process. G. Commissioning Meeting: A meeting attended by members of the commissioning team held at the job site, chaired by the Commissioning Agent. Meetings will be scheduled on an agreed basis. Initially they will be held infrequently as needed. Towards project completion they will be scheduled to take place regularly during the testing phase. H. Design Intent Document: Refer to the Basis of Design (BOD). I. Electronic Format: Electronic files capable of being opened and read with MS Office or the latest revision of Microsoft Word (.docx files), Microsoft Excel (.xlsx files), Adobe Acrobat Reader (.pdf files), or approved equals as specked. J. Functional Acceptance Test (FAT): A test to validate compliant functionality of a completed stand-alone system against the specified contract requirements and detailed system/equipment sequences of operation through all operating conditions. K. Functional Acceptance Test Plan: A test procedure authored by the Commissioning Agent detailing the speck process as to how functionality of a completed system or systems will be validated. L Integrated Systems Test (IST): A detailed test procedure authored by the Commissioning Agent describing the specific process as to how functionality of complete integrated operation of all installed systems operating together will be validated under load. M. Observation and Deficiency Log: An ongoing record of observations made during the commissioning process by the commissioning agent, owner or other members of the commissioning team. N. Point to Point Tests ( for DDC): Logical testing undertaken by the installing contractors. Point to Point testing is to be documented by the installing contractors and shall confirm that the addressing, monitoring and control of intelligent equipment is programmed, interfaced and Wres are terminated correctly. 0. Pre Functional Test (PFT): System / Equipment inspections intended to confirm that the system / equipment is installed as specified and approved and that all manufacturer's recommendations and requirements have been met. P. Start Up: The process of energizing systems or items of equipment for the first time. Startup is carried out by the installing contractor with assistance from manufacturer's representatives. Q. Static Test: A test carried out prior to a system or item of equipment being energized ( i.e. a duct leakage test, a pipe pressure test, etc.) R. Test and Balance (TAB): The process of systematically regulating and setting an air or hydronic system to operate to satisfy design criteria as outlined in the Construction Documents. S. Trend Log: Actual system 'live' operating data, set out by the FOR and CxA, collected and recorded from the DDC control (BMS) system sensors set up by the Controls Contractor, identifying actual system performance. Commissioning Report Rev 2 Issued December, 2017 St. Lucie County Rosser Blvd Public Library Port St. Lucie, FL PROJECT DESCRIPTION SWC ProjedNo. 16021 The Project consists of a one story building with an area of approximately 21,000 sf, being re -purposed to a new public, county branch library. The building will contain, a main lobby, book stack areas, reading and activity areas, offices and meeting rooms. SYSTEMS TO BE COMMISSIONED The following is a list of the elements of the building systems that will be commissioned: A. Six (6) DX split HVAC systems with variable air volume air handling units. B. One (1) mini -split DX system C. Ductwork systems D. Air distribution devices E. General local exhaust systems F. Building automation & management system. (BAS, DDC) G. DDC integration to the St. Lucie County Energy Management System Commissioning for the project shall be split into 3 phases; Design Familiarization Review Phase, Construction Inspection Phase, Testing and Acceptance Phase. Responsibilities in relation to these activities is defined in the section, °Team Member Responsibilities" and the contract documents. Design Familiarization Phase commissioning shall include the following actives: • Review the Basis Of Design drawings • Develop the Commissioning Plan • Preparation of installation inspection, check out and testing documentation (PFT, FAT) Construction Inspection Phase commissioning shall include the following actives: • Equipment Submittal Review • Maintenance of the Commissioning Plan • Commissioning Meetings • Installation observations and reporting • Development and maintenance of the Cx observation and deficiency log • Finalization of Pre Functional Check procedures • Finalization of Functional Acceptance Test Plans • Static Testing compliance • Validation of Pre functional Checks • Point to Point Testing Review Equipment Startup documentation • Reviewing Test and Balance reports Acceptance Phase commissioning shall include the following actives: • CxA random testing of Test and Balance areas. • Execution of the Functional Acceptance Tests Commissioning Report Rev 2 Issued December, 2017 St. Lucie County SWC Project No.16021 Rosser Blvd Public Library Port St. Lucie, FL • Maintenance of the Cx observation and deficiency log Develop the commissioning systems manual • Integrated Systems Testing • Acceptance Recommendation to FOR Development of Final Commissioning Report PREFUNCTIONAL TESTS The CxA will develop pre functional test sheets (PFT) for each item of equipment / system to be commissioned if none are available from the manufacturer of the installed equipment. These will be issued to the CM a minimum of 2 weeks prior to the planned startup of the equipment. The CM will manage subcontractor completion of these checks and shall submit checkout documents to the CxA. Startup of equipment should not commence until pre functional testing is documented and approved. A minimum of five working days' notice shall be provided to the CxA for witnessing. If deficient or incomplete work is discovered, the CM & installing contractor are to ensure corrective action is taken and repeat PFT checks until the results are satisfactory and the system is ready for CxA witnessing of start-up. A copy of completed pre functional reports will be maintained by the CM and copies shall be issued to the Owners PM and CxA. The contractors shall append to the reports, copies of all associated specified field test certification (e.g. pressure test certificates) and field reports and records as appropriate. EQUIPMENT/SYSTEM STARTUP AND CALIBRATION Each MEP and specialty subcontractor shall develop start up procedures for each item of equipment. The documents will include checks and procedures for all start up activities and testing (including flushing, cleaning and disinfection / treatment of systems as appropriate) to be employed. Procedures shall include manufacturer's recommended start up procedures or manufacturer's pre published forms, when available. Procedures shall include field calibration methods when appropriate. The CM will collate these documents into a single start up plan. This plan will be issued by the CM to the Owner and the CxA a minimum of 2 weeks prior to commencing pre functional checks. The plan will be reviewed by the CxA and comments provided to the Owner as appropriate. The Contractors shall incorporate and execute any comments as directed by the Owner, update and reissue as required. Following the completion of equipment / system pre functional checks and validation of the same by the CxA, equipment and systems shall be started up / energized per the startup procedures by the responsible contractors. Assistance may be required from equipment manufacturers and factory representatives. Startup of equipment shall adhere to the equipment manufacturer's recommendations and best industry practice and the published start up procedures. Formal written notice (5 working days minimum) of the intent start up or energize equipment I systems shall be provided to the Owners PM and the CxA by the CM. The CxA will observe startup of systems I equipment. Startup procedures shall be documented by the responsible contractor. Completed start up reports for each item of equipment / system shall be issued to the CM by the installing contractor with 5 working days of starting up the equipment. 7 Commissioning Report Rev 2 Issued December, 2017 St. Lucie County SWC Project No.16021 Rosser Blvd Public Library Port St. Lucie, FL The following information will be included in the startup procedures and reports. A. Certify that pre functional checks are satisfactorily completed. B. Record Manufacturer, model number, serial number, and relevant capacity information for each item of equipment as installed. Record equipment nameplate data. c. List start up steps conducted as recommended by the manufacturer / best practice and check off each step as satisfactorily performed. D. Describe device Isensor /actuator field calibration procedure. E. Record calibration results for each device / sensor/ actuator. F. Append copies of calibration certificates for test instrumentation used for field tests. G. Confirm correct rotation, vibration and noise levels, current, voltage, resistance, continuity, insulation, isolation etc. are acceptable as applicable. H. If applicable measure and record motor volts and amps. I. Append manufacturers technician start up reports where applicable. J. Certify specified field tests are satisfactorily completed. A copy of completed start up reports will be maintained by the CM and copies shall be issued to the Owners PM and CxA. The contractors shall append to the reports copies of all associated specified test certification, including as appropriate: Electronic DDC Systems Point to point checks, calibration records. Certified field test reports as specked. TEST AND BALANCE The test and balance agency will provide TAB services as defined in the contract documents. The test and balance agency will provide a TAB execution plan as documented in the project specifications. The TAB execution plan shall include TAB test sheets to be used to record TAB results and settings, a description of all TAB activities and copies of the calibration certificates for instrumentation to be used during the TAB exercise. The TAB process for each system to be balanced will not commence until completion of all related pre functional checks and equipment startup has been validated by the CxA. The TAB agency shall give minimum 5 days written notification of the intent to commence any TAB activity. The TAB agency shall complete TAB procedures in accordance with the approved TAB execution plan. The TAB agency will notify the CM, A/E and CxA as soon as possible in writing of any system installation or performance issues that may compromise the ability to balance the systems per the design requirements. On completion of TAB activities the TAB agency shall issue a preliminary TAB report to the A/E for approval and to the CxA for review. The TAB agency shall undertake any corrective actions required by the A/E or CxA and directed by the Owner and shall record any resulting revised TAB data in the final TAB report, which shall be issued to the Owner, A/E and CxA. The CxA will independently validate a random representative sample of TAB results as recorded in the A/E approved TAB report later in the schedule, to confine the balance validation and repeatability. Copies of all TAB reports will be maintained by the CM. FUNCTIONAL ACCEPTANCE TESTING Functional Acceptance Tests (FATs) shall be developed by the CxA for each of the systems to be commissioned. These FATs shall be used to document and validate the Functional Performance of systems and equipment operating in accordance with the EOVs sequence of operation and the contract documents. The objective of these tests is to demonstrate and validate that completed systems are operating and complying with specified performance requirements. CxA executed Functional Acceptance Tests (FATs) shall only be performed on completed systems. FATs shall validate system performance with respect to approved system sequence of operation on item by item basis with assistance from the relevant installing contractor or supplier. Execution of the tests shall follow the approved written test procedures developed by the CxA. Functional Testing will not commence until the project equipment are accepted by the RE as substantially complete, general electrical testing is complete, the systems are reported as functioning as per the design intent, Commissioning Report Rev 2 Issued December, 2017 St. Lucie County SWC Project No.16021 Rosser Blvd Public Library Port St. Lucie, FL contractor start up and specified field test documentation has been issued, the associated TAB report has been approved by the Engineer of Record and all associated pre -functional checks, documented start up and TAB activities have been validated as complete by the CxA. CM's written verification is required prior to the CxA executing Functional Acceptance Testing confirming the following: A. Systems have been checked out and signed off by the CM and or Subcontractor confirming proper installation, they have been adjusted accordingly, and are calibrated. Written notice shall be provided by the CM that systems are ready for functional testing as specified. B. System elements and checklists shall be reviewed by the CxA through site observation to verify that they have been installed properly and that all connections have been made correctly. C. All discrete elements and sub -systems have been adjusted and have be checked for proper standalone operation. D. All inter -system interfaces shall have been checked and shall be confirmed as functional. E. All contractor performed pre start and pre functional tests are complete, documented and identified issues and deficiencies addressed. F. Start-up and operational tests and interfacing of systems shall be complete, with all required Installation checklists and Pre -functional tests and checks documented and records shall be submitted for review by Commissioning Agent, prior to commencement of Operational and Functional Acceptance Testing. G. The TAB activities shall be complete and the final TAB report approved by the A/E prior to commencing Functional Acceptance Testing. H. Functional Acceptance Test results shall be recorded by the CxA and signed off by Owner and A/E upon satisfactory completion of each system FAT. I. Actual testing program shall be conducted in accordance with previously approved procedures and schedules with minimum seven (7) days' notice given prior to the intended date of execution of Functional Acceptance Tests. J. If it becomes apparent that a system being tested is not ready for testing by observing repeated failure of test procedures, the Commissioning Agent shall halt that test procedure. The team will identify and action remedial actives to resolve deficiencies and the CM shall coordinate resolution of the identified deficiencies and schedule future retesting, giving formal not cation that issues are resolved, checked and the system is ready to be retested. The responsible contractors shall assist the CxA during functional testing including operating each system / item of equipment through all modes of system operation and failure (for example, normal, altemative, emergency, seasonal, occupied, unoccupied, warm-up, cool -down, power failure, etc. as applicable) including interlocks, safeties and conditional controlled logical events. All control sequences, both full -load and part -load conditions and simulation of abnormal conditions for which there is a specified parameter requiring controlled response. Alarming and trending functions will be checked and validated, all as per the agreed FAT's under the direction of the CxA. It will be necessary for the Controls Contractor to provide experienced and qualified personnel to assist the CxA during Functional Testing of HVAC systems. CM shall provide for electrical personal as required to facilitate testing of all live electrical systems. When the Functional Acceptance Testing of individual systems has been validated, the interface and coordinated response between systems will be checked by performing an Integrated Systems Test. The CM shall assure all required attendances from Contractors of all disciplines are provided to facilitate Integrated Systems Testing. A. Will review, direct and approve commissioning related tasks in relation to the requirements of the contract documents. B. Will arrange and coordinate Owners facilities staff participation in the commissioning process as required. C. Will participate in commissioning related meetings as required. Architect/Engineers (A, ME, EE, PE, SE): Generally the A/E will support the Cx process. The AIE develops the contractual requirements and review compliance of the works in relation to the requirements of the contract. A. Will review CxA comments, recommendations & observations and shall address CxA comments and recommendations as required at the direction of the Owner. B. Will review the commissioning documentation and provide comments as necessary. C. Will assist in resolution of commissioning related issues as required. D. Will review and approve the TAB report. E. Will review and approve the Functional Acceptance Test results. F. Will review and approve the Operation and Maintenance Documents. G. Will participate in commissioning related meetings as required. Commissioning Agent (CxA): Generally the CxA will lead, review, and oversee the completion of all commissioning process activities. The CxA shall coordinate all commissioning related activities through the Owners Project Manager. The CxA will report directly to the Owner. The CxA observes, reports and recommends, the CxA does not approve or accept. A. Will review and comment on the BOD. B. Will organize and chair a commissioning kick off meeting. C. Will participate in OAC meetings as required. D. Will review and comment on the contract documents. E. Will develop, issue and maintain a commissioning plan revising and updating, incorporating Owner approved comments from the commissioning team as required. F.
