This letter is to inform you as threshold building special inspector, John Breitenbach PE 59770 will
be performing threshold building services for the proposed concrete balcony repair. Breitenbach
Engineering will also act as the Engineer of Record.
Structural work will involve 8-linial foot of edge repair, XxW area of spall @ doorway, six rail pockets,
track re -setting, and shoring. Other miscellaneous work may include stucco repair, painting and
sealing of the repair work.
Specifications:
1. All work performed per the International Concrete Repair Institute (ICRI), Guideline #03730
2. Use Sika 211 grout repair.
I will be sending you copies of the final inspection reportfor final completion certification letter when
the project is completed. The inspection plan is as follows:
1 _ Inspection of rough demolition..
2. Inspection of rebar, coatings, forming, and shoring prior to pour.
3. Final painting & finish completion.
Breitenbach Engineering will be working directly for the condo association as FOR and specialty -
inspector. Drawings not made for minor repairs. See plan sketch below, -.-

Section One: General
The intention of this letter/specification is to provide a simplified document for minor repair/concrete
restoration of balconies, stairs, soffits, column edges, walls and other related concrete/masonry
items. This includes a guide -line for inspection procedures.
Extensive "General Conditions° are not addressed here.
Section Two: Inspection Plan (scope of work)/Procedure/inspections
Scope of work
1: The Engineer's (or Contractors) survey is a visual, non-destructive, document showing of listing
the areas, square footage, or lineal footage of repair items. This survey may list items in a
spreadsheet for final quantity and cost tabulation A rough ske2c_ may be attached for general

Procedure
2: Submit this specification and initial Engineer's (or Contractors's) survey to the building department
for the permit. This will be the basis for the "inspection plan" as required by the FBC. Understand
th rawingsiaremotavaifableforriossible:atthisltime.
3: Once the permit is obtained, destructive demolition can begin. At this time areas, quantities and
depth of excavation (penetration) can be determined. Final sketches, drawings, and spreadsheet
cost/quantities can now be performed.
4; Demolition, exposure of reinforcing bars, and cleaning of bars shall be performed per the ICRI
Guidelines (International Concrete Repair Institute). This is technical document outlining
procedures for concrete restoration. An electronic copy only may be provided to the Contractor or
Building Department for their files. The ACI-318 (or ACI 562-13) concrete code does not specifically
cover details of demolition and restoration.
At this stage, the Engineer will make determinations and recommendations for shoring. This is
determined by on -site observations of load areas, weight to be shored, span directions, framing
layout, and more. Note that it is of possible to submit shoring drawings at permit time because the
extent or severity of demolition cannot be pre -determined until work begins.
Inspection
5. Initial Inspection: After rough demolition is complete, exposing bars and extent of deterioration,
the Engineer will perform the initial inspection. This is to determine satisfactory depth/extent of
demolition, condition of bars, any replacement of bars, cleaning%coating of bars, or additional
doweling of new bars.
6. Final inspection: Final inspection by the Engineer is made after forms and shoring are in -place,
bars are coated, anodes are placed (if required), and repair area is generally ready to pour. Final
quantity documentation may be performed at this time for "as -built" conditions.

8. Inspection Reports: Inspection reports for restoration are totally different than inspection sign -offs
for new construction with design drawings. Small jobs may require only one or two observations and
a final letter stating that the work is satisfactorily complete per the specifications.
On larger jobs with multiple balcony stacks, and multiple areas of work, the Engineer, upon
inspection trip, may look at twenty to thirty different areas, issues, shoring, or re -bar conditions in
various stages of work from initial demolition, final shoring, bar cleaning/replacement, re -bar coating,
forming, and pouring. Conventional reports of pass/fail and detailed description thereof are
impossible and useless.
The best documentation and report should comprise of an area photograph with a clip board in view
showing condo unit number, date, and north arrow. An extended tape measure or the survey unit
drawing are other items that may be in the photograph. This kind of report documentation is
superior to stacks or worthless paper work, never to be read again. Final CD Roms of the work can
be given to the building department and the condo owners for future reference.

9. Threshold buildings, such as condos in general, require a Specialty Inspector. In this case, an
initial Letter of Intent, and a final Letter of Completion are issued. These letters specifically identify
the Engineer of Record documents and date, and the "inspection plan". If the Architect or Engineer
has not issued an inspection plan and scope, then the Specialty Engineer should include this in the
letter of intent.
Section Three: Material Specifications
All materials and products listed below shall be applied per the manufacturer's guidelines and
specifications. Substitutions alternate materials shall be submitted to the Engineer for approval prior
to start of work.
