We have observed that there is groundwater at the bottom of the footing excavation for the
retaining wall structure that is under construction on the above referenced site. It appears that
the water might be temporarily perched storm -water, but this assumed perched water layer is
preventing the contractor from achieving, the required compaction testing in the bottom of the
footings for the canopy. Therefore, the contractor has requested an alternative to meeting the
required soil compaction specification.
In accordance with local standard practice for building footings, Universal recommends that
water -effected footings may be over -excavated to a depth of at least 9 inches beneath the
design footing bottom and then backfilled with open graded gravel consisting of FDOT #57 or
#67 size stone or recycled concrete. Use of this material does not require compaction testing or
dewatering well points; however, we do recommend that the gravel be 'seated' with the backhoe
bucket. Universal should observe the footing excavation prior to concrete placement to confirm
the depth of gravel. Once we observe that the footings have the rock installed, then the footings
will meet the design bearing of 2,500 psf.
