McIntyre, County Attorney SUBMITTED BY: County Attorney SUBJECT: Proclamation - Proclaiming the month of February 2015 as "BLACK HISTORY MONTH - CELEBRATING A CENTURY OF BLACK LIFE, HISTORY AND CULTURE" in St. Lucie County, Florida. BACKGROUND: It has been requested that this Board proclaim the month of February 2015 as "BLACK HISTORY MONTH - CELEBRATING A CENTURY OF BLACK LIFE, HISTORY AND CULTURE" in St. Lucie County, Florida. The attached resolution has been drafted for that purpose. PREVIOUS ACTION: N/A FINANCIAL IMPACT: N/A COMMISSION ACTION: Coordination/Signatures RESOLUTION A RESOLUTION PROCLAIMING THE MONTH OF FEBRUARY 2015 AS "BLACK HISTORY MONTH - CELEBRATING A CENTURY OF BLACK LIFE, HISTORY AND CULTURE" IN ST. LUCIE COUNTY, FLORIDA WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: 1. Black History Month, or National African American History Month is an annual celebration of achievements by black Americans and a time for recognizing the central role of African Americans in U.S. history. The event grew out of "Negro HistoryWeek", the brainchild of noted historian Carter G. Woodson and other prominent African Americans, 2. Each year, beginning on February 1, an entire month of events are planned nationwide honoring the history and contributions of African Americans. 4. The theme for Black History Month in 2015 is "A Century of Black Life, History and Culture", chronicling the important contributions byAfrican Americans to art, literature, sports and pop culture. In the early 20th century, the rise of a totally new form of music - jazz - can be traced back to African Americans of the post -World War 1 generation. This was closely followed by the Harlem Renaissance that introduced the voices of African American writers and artists to the national conversation. 5. By the 1960's, the African American museum movement saw the opening of nationwide centers exhibiting the advances made by African Americans in art, history, and science - culminating in the Smithsonian's National Museum of African American History and Culture. 6. Since 1976, every U.S. president has officially designated the month of February as Black History Month. Other countries around the world, including Canada and the United Kingdom, also devote a month to celebrating black history. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of St. Lucie County, Florida: 1, This Board does hereby proclaim the month of February 2015 as "BLACK HISTORY MONTH - CELEBRATING A CENTURY OF BLACK LIFE, HISTORYAND CULTURE" in St. Lucie County, Florida. 2. This Board further encourages all citizens of St. Lucie County to participate in the programs, ceremonies and activities scheduled for Black History Month.
