FYI- the $65 million includes the beginning balance forward in 2016 of $18.5 million. If that balance should not have
been included the actual amount collected should be $46.5 million.

Subject: Road Impact Fees Mainland District 2016-2021
Based on the Impact Fee Report from 2016-2021, it appears that during that period the County collected approximately
$65 million dollars in Road Impacts Fees (please check my math). It also appears that the County spent approximately
9.6 million dollars in impact fees on Kings/Indrio, Kings Widening and the Airport Connector during that same
ime period. The City's consultants are questioning the "nexus" of the expenditures on these projects because of their
location in relation to the City. Is it possible to determine how much of the $65 million was generated by new
development in the City? If so, does the amount of impact fees generated by the unincorporated area and the City of
Fort Pierce/St. Lucie Village exceed $9.6 million?

• County confirms the City's prerogative to collect a mobility fee versus an impact fee and use the mobility fee to
expand transportation choices
• City acknowledges the County right to collect impact fees within the City and apply them to the regional road
and transit network and includes regional roads within the City - such as PSL Blvd, Prima Vista, Crosstown
• County encourages the City to be engaged and comment on the County's 5 year impact fee update process
• The County will include the City's expanded mobility choices in the County's impact fee updates
• County will expand mainland distribution zones to insure impact fees collected within the City are used to
develop regional roadway network improvements that benefit City residents and help mitigate the impacts of
growth in the City
• 10 year inter local impact fee collection agreement
• Up to 60% discount for projects in the City - keep fees equal in City and County
• No County roads in mobility fee
• County will contribute $10 million towards PSL Blvd capacity improvements between Gatlin and Becker
