The St. Lucie County Board of Governor’s Meeting was called to order at 3:00 p.m. at the St. Lucie County Emergency Operations Center, 15305 West Midway Road, Ft. Pierce, Florida 34945
by Mr. Howard Tipton, County Administrator, St. Lucie Board of County Commissioners.
Mr. Ron Parrish introduced Mr. Brian Misner, Florida Division of Emergency Management (FDEM) and Brian Toolan, Technical Account Manager, Everbridge, Inc. who was in attendance by telephone
conference. He stated the State of Florida, Division of Emergency Management has contracted with Everbridge for an Emergency Notification Call-out System. He said St. Lucie County,
along with the City of Fort Pierce, the City of Port St. Lucie, St. Lucie County Sheriff Office, and the St. Lucie County Fire District currently has a contract with CodeRed which expires
September 31, 2017. The annual cost is Fifteen Thousand dollars ($15,000.00) a year, and this is divided by the five (5) agencies equally.
Mr. Misner and Mr. Toolan gave a brief presentation of Everbridge stating FDEM has fully funded the Everbridge System through 2019.
Mr. Misner described the features covered in the Everbridge System Contract with FDEM. He said basically, anything to do with Emergency Management is covered. Some of the features
include Mass Notification which is most similar to CodeRed, plus automated smart weather alerting notification is covered. He said Community Engagement is an add-on that is covered
by FDEM, and is a texting network and if you are currently use the Nixle System, you can send messages through Nixle system using Everbridge. He said IPAWS is restricted to the County
level. It features Emergency Alert System, Wireless Alert System and Weather Radio. He said it is limited to the county level because FEMA has not given enough geographically specificity
to be able to give out to the city level. He said there is mobility access for both users and

Managers. He said because it is limited to Emergency Management notifications, things like Sexual Offender’s Notifications will not be covered because they are under Section 751 and
not under actually covered under Emergency Management. These types of add-ons are permitted for a far less expense rate otherwise. He stated there is flexibility in the Contract with
FDEM and Everbridge.
Mr. Ron Parrish stated he would like to move forward with bringing this system on board being there is no cost associated with the system. He said the discrepancy is, we currently have
the contract with CodeRed through 2017. He said the two systems can be used concurrently, but cannot be conjoined.
After some discussion, it was decided to move forward with Everbridge, Inc. for all the agencies.
Mr. Craig Montgomery gave a brief update on 800 MHz tower upgrade by stating all the P25 radio system and microwave equipment with the exception of the dishes themselves have been received
and are waiting for the shelter to be installed before proceeding. He said FAA has approved the city’s site.
Mr. Montgomery said he did some testing for the Rim Ditch site, by riding around the county testing different areas. He said he drove into Indian River County, Okeechobee County, and
the lower readying he received was a 78. He did not have any problems and the P25’s will definitely be better. He said they are ready to move Rim Ditch tower shelter building and
generator to Port St. Lucie High School.
With there being no further business, Mr. Tipton adjourned the meeting without objection at 4:40 pm.
