McBee OTHERS PRESENT: Robert Bentkofsky Jennifer Hill Sophia Holt Mark Satterlee Beth Ryder Laurie Waldie Don West Michael Quinn Jennifer Garrity Beth Ryder CALL TO ORDER Mr. Knaggs called the meeting to order at 7:30 a.m. PUBLIC COMMENT No member of the public spoke at the meeting. APPROVAL OF NOVEMBER 14, 2014 MINUTES After a motion by Mr. Pancoast and a second by Mr. Kurek, the minutes were unanimously approved. Mr. Bentkofsky made the announcement that Ms. Gouin, former OMB Director, is no longer with St. Lucie County. ELECTION OF CHAIR AND VICE CHAIR Citizens' Budget Committee January 9, 2015 Page 2 Ms. Morris nominated Mr. Knaggs as Chair, Mr. Mundt seconded the nomination and Mr. Knaggs was elected by acclamation. Mr. Kurek was nominated as Vice Chair and also unanimously elected. 2015 DISCUSSION ITEMS Mr. Bentkofsky handed out the two attachments and started discussion on the issues he suggested. Mr. Knaggs compared Mr. Bentkofsky's information with the meeting calendar. Mr. Hensley asked about the Research Park. Mr. Bentkofsky started discussion on economic incentives and development. Mr. Kurek started discussion on the Enterprise Funds, Criminal Justice, new buildings and the five year plan. Mr. Weaver asked if the Commissioners had given any direction. Mr. Knaggs responded with his experience. Mr. Weaver asked about benefits. Mr. Bentkofsky said it would be included in the FY16 budget preparation, March and June. Discussion was started on revenues. Mr. Bentkofsky shared that the budget starts with revenues. Mr. Weaver would like comparisons with other Counties. Mr. Clasby would like information on grant incentives, by email would be fine. Mr. Pancoast agrees that they need to prioritize their issues. He has concerns about the health insurance, but thinks the Insurance Committee should do their job. Ms. Morris asked if they could discuss the topic of the next meeting each month, so their concerns would be addressed. Mr. Mundt asked for conversation about the Cultural Affairs part of Tourism when Parks, Recreation and Facilities is covered. Mr. Knaggs asked Mr. Bentkofsky that more information be given to the members between meetings. Mr. Knaggs summarized the discussion and started dialog on Capital, Operating Budget, revenues and recommendations. Mr. Kurek, Mr. Bentkofsky and Mr. West added information. Mr. Knaggs and Mr. Bentkofsky will meet and discuss the plans for the following meetings. INFORMAL BOCC MEETING UPDATE Mr. Bentkofsky reported the December meeting was not budget related, gave a summary Citizens' Budget Committee January 9, 2015 Page 3 and informed the members of the items for the next meeting. OTHERISSUES No other issues were discussed.
