The meeting of the Treasure Coast Education, Research and Development Authority (TCERDA) was held was held Thursday,
September 25, 2014, at the Historic Old Fort Pierce City Hall, 315 Avenue A, Fort Pierce, Florida.

A. CALL TO ORDER
There being a quorum, Mr. Adams called the meeting to order at 1:30 p.m.
B. PUBLIC COMMENT
No public comment at this time.
C. WELCOME AND INTRODUCTIONS
Mr. Adams welcomed the Board members and thanked the guests for attending. Introductions were made of two
design/build teams vying for business with Project Splash, The Morganti Group and Commercial Contracting Division, Inc.
(company information attached).

D. APPROVAL OF MINUTES
Mr. Adams requested a motion for approval of the April 10, 2014 TCERDA Board minutes (no July meeting; summer break). A
motion was made by Mr. Jose Farinos and seconded by Mr. Kevin Heinicka for approval of the meeting minutes. The
motion and second carried unanimously by voice vote.
E. TREASURER'S REPORT — Pat Murphy/Ben DeVries
The operating budget will be sufficient through the remainder of FY13-14; the capital budget has been spent down. Funds
remain in the I.T. line item pending resolution of some computer issues. Mr. Adams requested a motion for approval of
the Treasurer's report. A motion was made by Mr. Jose Farinos and seconded by Dr. Pete Stoffella for approval of the
report. The motion and second carried unanimously by voice vote.

G. COMMITTEE REPORT —Mike Adams
CARE2:
• The transition from XE3 to CARE2 is complete; documents have been filed
• CARE2 Board of Directors consists of 8 members; Advisory Council consists of local community/education leaders
and elected officials
• The CARE2 group would like to have a special category for AgScience as part of the annual Science Fair. CARE2
plans to support and raise scholarship money for the Sunshine Kitchen.
• AgScience Event — Strategic Plan being developed; first event planned for March 5, 2015 mixer at the Park; focus
on local foods and wines. Thanks go to IRSC for hosting the planning charrette.
• Donations to CARE2 are tax deductible.
• Grant application to Blackstone for a grant for $150,000 to foster entrepreneurship is in process.
H. LEGISLATIVE REQUESTS (included in agenda packet)
• Sunshine Kitchen Food business Incubator — wet/ dry kitchen
• Advanced BioFuel (ABF) Partnership — 200 acre test fields, processing plant, laboratory
• Citrus Bioinformatics Data Center Laboratory
Mr. DeVries provided a presentation at the Treasure Coast Regional Planning Council. They wrote a letter of support for
the Kitchen. They expressed support for BioFuel Partnership as well. There's a lot of traction and exposure on Advanced
Biofuel and Biochemical processing at the national and international level. Expanding the ABF supply chain could be a
great opportunity since Florida has 100,000's of acres of fallow citrus grove.
EXECUTIVE DIRECTOR UPDATE — Ben DeVries
Sunshine Kitchen Food Business Incubator (SKFBI)— Mr. DeVries introduced Mr. Doug Davis of RK Davis Construction. Mr.
Davis provided the Board members with his company's history. Mr. Davis did volunteer work for the EDA grant
(design/build cost estimates for a 9,781 sq. ft. building). Mr. Paul Dritenbas provided the floor plan architecture. The
floor plan and equipment plan was planned by Ms. Donna Rivett, (IRSC), Ms. Suzi Addessa and Cheney Brothers.
Annual Job Creation estimate:
Total users and visitors — 3,818;
FTE position — 63;
10-yr projection = 266 (spreadsheet in agenda pkt.)
In addition to the EDA grant, a state funding request will also be submitted.
Advanced BioFuel/Feedstock (ABF)—The Fallow Fields Working Group, guest speakers and dignitaries met on October 1,
2014 to discuss alternative crops for the production of biofuel/ feedstock on fallow fields. Among the presenters, Dr.
Boman of OF provided an overview of the test crops in rotation: sweet sorghum, sugar beets and sweet potatoes. These
crops have twice the production per acre as sugar cane.

• FESC Consortium — Ms. Balaban and Mr. DeVries are working with scientists toward certification
• Dr. Ingram — processed/ distilled sugar beets

• Could fill a big void in citrus industry as well as develop feed for livestock
Rock Road Realignment Design — Culpepper and Terpening is preparing the realignment design of Rock Road north of
Picos Road. No property is being taken from private property owners. The design stops halfway at canal, The next step
is 30% design plans.
FY2015 Capitol & Operating New Sources Funding Goal - $2.5 million

7. F2F2 Project Mechanisms / Goals
- RBEG feasibility study proposed ($100K USDA RD) to construct a feasible supply chain w/
end customers and minimum two diverse fuel company processes
- Project to establish multiple routes to commercialization in St. Lucie County, scaling up crop
development in parallel with Commercial facility and customer supply options (begins with 2).
- County and State Energy sought as near term customers for initial ground fuels, aviation
draws suppliers and sets longer term offtake.
- Fallow fields working group as outreach mechanism to connect full supply chain.
- Progression to other USDA Energy tools (9003 loan guarantees), REAP program candidates
for citrus replacement identified locally and

- Crop EPA crop certification not in place limits RFS2 / RINS applicability
- Competition within Southern Tier states (Louisiana (DPA grant), Texas (Virent pilot) fuel cos.
- Proposed Crops are not covered under current BCAP program.
- Nitrogen Effluent runoff into neighboring estuaries for fertilizer options needs to be addressed.
9. Recommended of F2F2 Next Steps
- Work with Rural Development to establish Rural Business Grant candidate under rules TBD
- RBG proposal from TCERDA (not for profit) 1 st qtr. 2015 (under old guidelines), grant by July
- Initiate acceleration process (for Energy Beets) via State funded / FESC team started now.
- Dialogue with State and Federal offices USDA offices (FSA, NRCS) once RD focus set.
- Promote Florida as model national F2F2 template for sugar based production, Ag. Land jobs
renewal.
