Definition of Performance Management
It is the process of determining whether measurable goals and objectives
are achieving intended of outcomes. This process includes determining
measures, monitoring measures, and reporting measures to all
stakeholders for the purpose of communicating effectiveness, efficiency,
transparency, accountability, value, and decision making.

Elements of Performance Management: Mission,
Strategy, Goals, Objectives, and Outcomes
The strategic framework of the organization must be
communicated and clarified.
• This must include mission, strategies, goals,
objectives, and outcomes that should attained.
• Clarifying and communicating these items throughout
the organization will ensure measures align with the
strategic framework and lead to successful execution.
Elements of Performance Management:
Collecting, Monitoring and Reporting Measures
• Collection of data should ensure accuracy
• Effective monitoring and reporting measures should
be done on a regularly scheduled basis.
• This process assist management with keeping track of
department and agencies effectiveness and efficiency
• When measures indicate deficiencies management
can then take corrective action on a timely basis

Elements of Performance Management: Data
Analysis of Measures
• Data analysis should consist of comparing data in
some manner.
• Comparison should include time series, target v s.
actual, across units, and external benchmarks.
• This will assist management in determining if
processes are improving, deteriorating, or remaining
static.

Communicating Results
• Communicating performance results to stakeholders is
essential to garnering public trust and support.
• It promotes transparency and accountability
• The communication of result should clearly identify
the strategic framework used, the anticipated
outcomes, and the actual results.
• If there are deficiencies it should communicate what
action will be taken to obtain the desired outcome.

Elements of Performance Management: Decision
Making
• An effective performance management process will
lead to decision making based on data driven
information.
• It leads to better decision making regarding resource
allocation, staffing, funding, and service levels.
• It leads to effective evaluation of programs based on
factual information.
• In the absence of facts, anybody's opinion is a good
one.
