CALL TO ORDER
Mr. Kurek called the meeting to order at 7:30 a.m.
PUBLIC COMMENT
No member of the public spoke.
MEETING TIME
Changing the time of the meeting was discussed, but no one on the Committee had an
issue with the current time.
BUDGET PRESENTATION
Mr. Hepburn welcomed the new members. Mr. Kurek introduced them and asked who
they were appointed by.
Mr. Hepburn gave the attached PowerPoint presentation after updating the Committee

on the gas tax discussion with the City of Port St. Lucie.
Discussion was started on the gas tax formula, revenue, debt and roads in Port St. Lucie.
Mr. West gave information on dirt and chip seal roads. There was conversation on
Crosstown Parkway.
Mr. Tipton informed the Committee about the timeline, an agreement, the formula,
maintenance, collaborating with the City and the challenge of agreeing on a solution to
benefit the entire community.
Mr. Gotz started discussion on funding and the projection. Mr. Lounds asked about not
reauthorizing the tax. Mr. Mundt asked about implementing later. Mr. Kurek gave history
on impact fees and started conversation on future fees and projects. Mr. West and
Commissioner Hutchinson added information.
Mr. McBee mentioned future bond and impact fees on Midway Road. Mr. Tipton gave
some history and reported on the progress. Ms. Johnson remembered discussing the
formula. Mr. Lounds started discussion on Midway Road. Commissioner Hutchinson
added information.
Mr. Kurek asked Mr. Tipton what he wanted from the Committee. He wanted to give
information on how the need for infrastructure will affect the budget discussions.
Mr. Gotz started discussion about the amount of gas tax.
Mr. Hepburn continued his presentation.
Mr. Kearney asked about information from the ones who appointed them. He spent time
with the Sheriff and the priorities are vehicles and compensation.
Mr. Mundt asked about cultural activities included in the budget.
Mr. Lounds started discussion about libraries and parks in Port St. Lucie. Ms. Morris
expressed concern on new debt for the ballpark and continued the conversation with
discussion about the golf course.
Mr. Gotz asked about burn rate, basic operating expense.
Mr. Lounds inquired about the timing of the budget process. The schedule and topics for
the Committee were discussed. Mr. Pancoast asked about money for road projects. Mr.
Hepburn suggested discussing two priorities at each meeting. Mr. Mucklow started
conversation about priorities and topics.
Formulas for impact fees were discussed. Mr. Hepburn will check with the Planning &
Development Services Director for information.

Mr. Kurek announced the new member training to be held after the current meeting.
