Ordinance - Amending the Number of Animals Permitted in Residential Zoning Districts Heather Young, Assistant County Attorney stated subsection 7.10.03.A of the land Development Code currently limits the number of dogs and cats over the age of months in residentially zones districts to a total of three animals. The Animal Shelter Standards Committee which is composed of representatives from Public Safety, the Sheriff's agricultural Unit, the animal control division from both Ft. Pierce and Port St. Lucie as well as a local veterinarian who works in a local veterinarian a veterinary emergency room hospital is recommending that this number be increased to five. There was actual participation from shelters such as Dogs & Cats Forever, the Humane Society, Rescue Adoption. Based upon the professional experience of its members, the committee determined this is a more realistic number for responsible pet owners. This amendment to the Land Development Code would be consistent with the ordinances of the City of Fort Pierce and the City of Port St. Lucie. On January 26, 2016, the Board of County Commissioners granted permission to advertise the proposed ordinance for public hearing. Staff recommends that the Planning and Zoning Commission forward the proposed ordinance to the Board of County Commissioners with a recommendation of approval. The Commission discussed this ordinance in detail. There needed to be more clarification regarding household pets and working animals (dogs), western properties, size of property and other issues. It was recommended to be continued to the P & Z meeting on April 21, 2016. Public Hearing open No one spoke Public Hearing closed Mr. Grande motioned to continue this agenda item to April 21, 2016. Mr. Clasby seconded the motion. Ordinance - Affecting the use of land in St. Lucie County, Florida, relating to Signs. Bonnie Landry, Planning Manager stated prior to this public hearing, the proposed changes to the sign regulations were workshopped at the January 21st Planning & Zoning Commission meeting to provide an opportunity for the Planning & Zoning Commission and any interested parties from the public to review, consider and make suggestions regarding the proposed amendments to the sign regulations in Chapter 9 of the and Land Development Code. As a follow-up and based on the input from the commission, staff forwarded the draft sign code revisions to the St. Lucie County Chamber of Commerce, the Economic Development Council and staffs of City of Ft. Pierce and Port St. Lucie for their input. The catalyst for the proposed amendments is the June 15, 2015 U.S. Supreme Court decision that impacts the viability of many sign ordinances throughout the country. St. Lucie County is amending this section of its Land Development Regulations primarily to ensure consistency with this new case law. The sign categories being altered are related to temporary signs and are the result of legal guidance. Staff recommends the Planning & Zoning Commission forward the proposed ordinance to the Board of County Commissioners with recommendation of approval. Chair Morgan made a disclosure that she emailed the packet after the workshop to the St. Lucie County Chamber and they found no issues. Mr. Clasby made a disclosure that he spoke with a local sign shop owner. The Board discussed the inconsistencies and reaching out to local sign shop owners for input; not being consistent with Ft. Pierce and Port St. Lucie; the billboards on 1-95-Turnpike-Kings Highway; temporary signs vs permanent signs; typo found in the packet; the Supreme Court ruling compliance.
