McBee Robert Adolphe Asheley Hepburn Ceretha Leon Ed Matthews Leslie Olson Mark Satterlee Howard Tipton Don West Amy Griffin Laurie Waldie Before the meeting started, Mr. Knaggs announced the new members, Jerry Buechler and Barry Mucklow, asked them to give a short introduction and mentioned that the QVC building is rented. The secretary asked which members could not receive appointments on their personal computer calendars. An email would be sent and receipt confirmed, if changes were made to the schedule. Ron Knaggs, Chairman, called the meeting to order at 7:34 a.m. PUBLIC COMMENT No member of the public spoke. ELECTION OF CHAIR AND VICE CHAIR Mr. Knaggs thanked the Committee for their support. Mr. Tipton thanked Mr. Knaggs for his service and explained the duties of the Chair. Citizens' Budget Committee January 15, 2016 Page 2 Mr. Knaggs nominated Dan Kurek, and it was seconded. Mr. Knaggs made a motion to close nominations. Mr. Kurek was unanimously elected. Mr. Hensley nominated Mr. Pancoast for Vice Chair, and it was seconded. Mr. Clasby nominated Mr. Lounds. Mr. Mundt made a motion to close nominations. Mr. Pancoast was unanimously elected as Vice Chair. Mr. Kurek told history of the Committee and how he feels it applies. APPROVAL OF NOVEMBER 20, 2015 MINUTES After a motion by Mr. Pancoast and a second, the minutes were unanimously approved. BUDGET DISCUSSION FY2015 ACTUAL Mr. Hepburn gave the attached presentation. Mr. Kurek asked Mr. Hepburn to explain General and Fine & Forfeiture Funds. Mr. Knaggs asked about incurred but not billed/reported. The Veterans' Home, All Aboard Florida (AAF), Budget vs Actual, transparency, living document, reserves, Government Finance Officers Association (GFOA), the bond rating and unfunded mandates were also discussed. Mr. Knaggs asked for explanation of the largest numbers. Mr. Donovan started discussion on marijuana legalization affecting jail population. Ms. Morris asked about confiscated property. Mr. Buechler started discussion on insurance and medical costs. There was discussion on the 800 MHz system, Public Safety, increase in population, revenue from property taxes and forecasts. Mr. Kurek asked Mr. Hepburn to skip from slide 15 to 24 because of the time and desire for other discussion. Mr. Kurek started discussion on the plans for the year for the Committee, inmate medical, Lawnwood, timing and sales tax. INFORMAL BOCC MEETING UPDATE The Board viewed the attached budget presentation at their meeting. In December, they talked about the Public Safety 800 MHz system. OTHERISSUES Timing of issues on the coming agendas were briefly discussed.
