VISION STATEMENT
By 2017, the St. Lucie County Tourist Development Council will provide a greater impact in promoting
St. Lucie as a top Florida destination for Eco/Adventure/Agri Tourism; amateur/professional sports; and
other known assets, allowing for increased overnight stays.
Please note — Meetings are recorded.

1. CALL TO ORDER:
Commissioner Chris Dzadovsky called the meeting to order at 12:33 PM.
2. ROLL CALL:
Tayler Hardison called roll.

4. APPROVAL OF MINUTES
The minutes from November 9, 2016 were approved.
5. PUBLIC COMMENT:
No public comments.
6. Financial & Web Report:
Charlotte Bireley began by giving the overall tourist tax brought in for the month of
October at $249,067, which was a 30% increase over October of 2015. She then went
over the line items in the P&L and explained that because the 2016/2017 fiscal year
began this October, all of the actuals and budgets for the year have been adjusted
accordingly. She mentioned that the Aid dedicated to the Treasure Coast Sports
Commission was high, as the first month of the fiscal year we give them a payment to
cover their up -front costs for their new year. She then gave the year-to-date update and
the revenues versus expenses reports. There were no questions. On the website visitor
summary, Charlotte was asked when the new website would be ready. Charlotte
reported that the website is expected to be completed in January 2017.
Social Media Activity Update
Tayler Hardison began the social media update by briefing the new members about the
Facebook changes that have taken place over the past few months and gave the
current stats. She explained that Instagram and Twitter are both continuing to steadily
increase in followers and engagement each month.
7. Extension of the 4t" & 5t" Cent
Katherine Barbieri went over the date change that was made to the extension of the 4tn
and 5t" cent. The Board requested that the extension continue through 2042 so that the
tax will be levied for a full 25 year term as cited in the original agreement.
Terissa Aronson made the motion to approve the extension to 2042
Michelle MacNichol seconded.
Paul Taglieri abstained from the vote.
Motion passed.
8. Sunshine Laws Briefing
Katherine Barbieri went over the document in the packet about the sunshine laws for
the new members to the council. Buzz Smyth had a question about the overarching
mission of the council. Commissioner Dzadovsky responded that the TDC does not
govern or advocate anything that does not directly promote tourism. Katherine said that

she would email out the St. Lucie County Code on the powers and duties of the Tourist
Development Council.
10. Other Business
Commissioner Dzadovsky announced that members of the Bahamian government
would be in St. Lucie County to see the airport, port, and to meet and greet our local
government.
Rick Hatcher made announcements about the upcoming events for the TCSC and
presented a trophy to the TDC on behalf of the Southern Kingfish Association for
hosting the SKA tournament in November.

This form is for use by any person serving at the county, city, or other local level of government on an appointed or elected board, council,
commission, authority, or committee. It applies to members of advisory and non -advisory bodies who are presented with a voting conflict of
interest under Section 112.3143, Florida Statutes.
Your responsibilities under the law when faced with voting on a measure in which you have a conflict of interest will vary greatly depending
on whether you hold an elective or appointive position. For this reason, please pay close attention to the instructions on this form before
completing and filing the form.
INSTRUCTIONS FOR COMPLIANCE WITH SECTION 112.3143, FLORIDA STATUTES
A person holding elective or appointive county, municipal, or other local public office MUST ABSTAIN from voting on a measure which
would inure to his or her special private gain or loss. Each elected or appointed local officer also MUST ABSTAIN from knowingly voting on
a measure which would inure to the special gain or loss of a principal (other than a government agency) by whom he or she is retained
(including the parent, subsidiary, or sibling organization of a principal by which he or she is retained); to the special private gain or loss of a
relative; or to the special private gain or loss of a business associate. Commissioners of community redevelopment agencies (CRAs) under
See. 163.356 or 163.357, F.S., and officers of independent special tax districts elected on a one -acre, one -vote basis are not prohibited
from voting in that capacity.
For purposes of this law, a "relative" includes only the officer's father, mother, son, daughter, husband, wife, brother, sister, father-in-law,
mother-in-law, son-in-law, and daughter-in-law. A "business associate" means any person or entity engaged in or carrying on a business
enterprise with the officer as a partner, joint venturer, coowner of property, or corporate shareholder (where the shares of the corporation
are not listed on any national or regional stock exchange).
ELECTED OFFICERS:
In addition to abstaining from voting in the situations described above, you must disclose the conflict:
PRIOR TO THE VOTE BEING TAKEN by publicly stating to the assembly the nature of your interest in the measure on which you are
abstaining from voting; and
WITHIN 15 DAYS AFTER THE VOTE OCCURS by completing and filing this form with the person responsible for recording the
minutes of the meeting, who should incorporate the form in the minutes.
APPOINTED OFFICERS:
Although you must abstain from voting in the situations described above, you are not prohibited by Section 112.3143 from otherwise
